1.1.2 Site Description
1.1.2.1 Location
The Site is located at 18 Blackbird Drive, Inchelium, Ferry County, Washington, 99138, which is located within the boundaries of the Confederated Tribes of the Colville Indian Reservation on land held in trust by the United States Bureau of Indian Affairs (BIA).

1.1.2.2 Description of Threat
The contaminant of concern for this action is asbestos. The asbestos-containing material (ACM) was detected in floor tiles, drywall patching compound, and roofing material in the Maintenance Building (MB). The roof of the MB had collapsed in and access to the building was only partially restricted.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
In May 2014, the EPA visited the MB to conduct sampling for the presence of ACM. A total of 13 bulk samples were collected from the building and from the ground surface just outside of the MB. Of the 13 samples submitted, four contained asbestos at concentrations ranging from 2% to 25% chrysotile.

2.1.1 Narrative
During this operational period, technicians completed segregation of ACM from non-ACM debris. Recyclable metals were set aside for scrapping. Non-ACM building debris was reduced to smaller pieces by crushing with an excavator. Reducing the size of the debris allows for more cost-efficient transportation and off-site disposal.
2.1.2 Response Actions to Date
An Action Memo was prepared and signed by EPA in July 2014. No other previous response actions have taken place.

2.2.1.1 Planned Response Activities
The ACM and non-ACM building debris has been segregated and set aside in separate stockpiles for transportation and disposal. Once a trucking firm is contracted, transportation and disposal will be completed.
2.2.1.2 Next Steps
Transportation and disposal at the Finley Butte Landfill in Boardman, Oregon is tentatively planned for the week of 9-22-2014 to 9-27-2014.
2.2.2 Issues
The company that originally won the bid to provide transportation services, NRC Environmental Services, declined to provide those services at the last minute forcing ERRS to seek another transportation services provider.
