1.1.2 Site Description

1.1.2.1 Location

The Site is located at 18 Blackbird Drive, Inchelium, Ferry County, Washington, 99138, which is located within the boundaries of the Confederated Tribes of the Colville Indian Reservation on land held in trust by the United States Bureau of Indian Affairs (BIA).

1.1.2.2 Description of Threat
For information regarding removal of the MB, please refer to POLREPs 1, 2, and 3.

The contaminant of concern for this action is asbestos. The asbestos-containing material (ACM) was detected in furnace insulation, panel boards, and pipe flange gasket.  Loose vermiculite insulation also was detected in the attics or between the walls of all four buildings.  The buildings were unsecured, with evidence of trespassing, vandalism, and salvaging.  The buildings are located near residences, a community health center, and commercial businesses.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

For information regarding removal of the MB, please refer to POLREPs 1, 2, and 3.

On September 20, 2014, START collected samples of potential asbestos-containing materials inside Buildings 2, 3, 4, and 5 (arbitrary numbers applied to the buildings for identification by Colville ETD). Buildings 2 and 4 were former residences, Building 3 also was a former residence that had been converted to office space for the Inchelium Wood Treatment Plant, and Building 5 was a small shed housing a water tank and other water storage equipment. Asbestos was detected in the furnace insulation in Buildings 2, 3, and 4; loose panel boards in Building 2; and a pipe flange gasket in Building 5 at concentrations ranging from 10% to 70% chrysotile.   Blown-in, loose vermiculite insulation found in the attics and/or between the walls in Buildings 2, 3, 4, and 5. All four buildings were in a severe state of disrepair, with broken doors and windows, failing roofing, and evidence of vandalism and salvaging.

Because the contaminant of concern was the same as the Blackbird Drive Maintenance Building and the structures were built originally to house Maintenance Building workers, EPA elected to remove the contaminant and demolish the buildings as part of the Blackbird Drive Maintenance Building Removal.  The buildings were slated for demolition because they were in uninhabitable condition and were going to be rendered unsafe by the removal of asbestos from between walls, within the attic, and through the floors. 

On October 14, 2014, EPA received an amended Land Use Permit (#14.136) from the Colville Tribal Planning Department to abate the asbestos and demolish the buildings. 

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative
From Monday, October 20 to Friday, October 24, 2014, ERRS conducted an asbestos abatement in Buildings 2, 3, 4, and 5.  Buildings 2, 3, and 4, were closed off and orifaces sealed with plastic sheeting and duct tape.  A negative air machine was brought in and used to create negative air pressure within the buildings to ensure that fibers and particulates that were released during physical removal of the asbestos did not escape the work zone and did not get released to outside ambient air.  ACM and vermiculite insulation was removed and double-bagged in plastic asbestos disposal bags.  Following removal of ACM and vermiculite by hand, a HEPA vacuum was used to further remove asbestos from surfaces.  A total of 193 bags of asbestos waste, weighing approximately 20-40 pounds each, were generated and set aside for disposal.  Building 5, the water treatment shed, was wetted down and disassembled using an excavator to expose a small amount of vermiculite insulation between the walls around the electical panel.  After removal and placement of the vermiculite in an asbestos disposal bag, the remainder of the building was demolished and set aside for disposal. 

On Monday, October 27, a total of 3.42 tons of ACM generated from the abatement of Buildings 2, 3, 4, and 5 and the demolition debris from Building 5 were transported and disposed at the Finley Butte Landfill in Boardman Oregon.  Buildings 2, 3, and 4 were then demolished and from Friday, October 31 to Thursday, November 6, the demolition debris was removed and disposed at the Finley Butte Landfill. 

On Friday, November 7, the sites of former Buildings 2, 3, 4, and 5 were backfilled to grade and compacted.

2.1.2 Response Actions to Date

An Action Memo was prepared and signed by EPA in July 2014.  No other previous response actions have taken place.
