1.1.2 Site Description

1.1.2.1 Location

The Site is located at 18 Blackbird Drive, Inchelium, Ferry County, Washington, 99138, which is located within the boundaries of the Confederated Tribes of the Colville Indian Reservation on land held in trust by the United States Bureau of Indian Affairs (BIA).

1.1.2.2 Description of Threat
The contaminant of concern for this action is asbestos. The asbestos-containing material (ACM) was detected in floor tiles, drywall patching compound, and roofing material in the Maintenance Building (MB).  The roof of the MB had collapsed in and access to the building was only partially restricted.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

In May 2014, the EPA visited the MB to conduct sampling for the presence of ACM. A total of 13 bulk samples were collected from the building and from the ground surface just outside of the MB. Of the 13 samples submitted, four contained asbestos at concentrations ranging from 2% to 25% chrysotile.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative
During this reporting period, all ACM and most non-ACM debris from the Maintenance Building was removed from the site.  Two truckloads totaling 59.97 tons of ACM and 24 truckloads totaling 217.11 tons of non-ACM debris were loaded onto trucks and transported to the Finley Butte Landfill in Boardman, Oregon.

2.1.2 Response Actions to Date

An Action Memo was prepared and signed by EPA in July 2014.  No other previous response actions have taken place.

    2.2.1 Anticipated Activities
2.2.1.1 Planned Response Activities
The large log posts and beams used to support the Maintenance Building have been set aside to be transported to a landfill via log truck.  ERRS is in the process of receiving cost estimates to provide this service.

The concrete Maintenance Building foundation is planned for use to stage decontaminated, cut steel from the ASTs from the Treatment Building.  Once this steel and the steel materials salvaged from the Maintenance Building have been removed for recycling, the concrete pad will be washed off prior to demobilization.

2.2.2 Issues
Five other buildings on Blackbird Drive have surveyed for the presence of asbestos.  Asbestos has been detected in four of the five buildings.  EPA is considering next steps in regards to these buildings.
