1.1.1 Incident Category

The Highland Plating Site started as an emergency response plating shop fire and has evolved into a time-critical removal of a fire damaged and bankrupt plating shop.  EPA is currently conducting oversight of cleanup operations in cooperation with local stakeholder agencies.

1.1.2 Site Description

See POLREP No. 1 for additional information.  The east building that was damaged in the July 13, 2014 fire has been demolished.  The slab is remaining.  All plating lines in the west building have been dismantled.

1.1.2.1 Description of Threat

See POLREP Nos. 1 and 2 for additional information.

The west building contains a number of 275 gallon totes with plating solutions from Plating Line #2 removed during the building demolition.  There is also a number of drums and smaller containers containing various plating wastes in the west building.  The waste water treatment system in the west building is also intact and contains a large quantity of untreated plating wastewaters and sludges. 

The slab from the former east building is highly contaminated and is continuing to leach heavy metal contaminated runoff each time it is rained on. 

A subsurface soil assessment conducted March 30 - April 6, 2015 documented the presence elevated concentrations of chrome, copper, nickel, lead and silver.  See section 1.1.3 for more assessment information.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

See POLREPS Nos. 1,2, 3 and 7.

On March 30, 2015, JAG Consulting under contract to the PRPR's insurance company, Farmers Insurance conducted a subsurface soil assessment in accordance with the EPA approved Sampling and Analytical  Plan (SAP).  JAG's SAP called for the use of the X-Ray Fluorescence Spectrometer (XRF) to conduct soil screening with 10-20% of the samples sent to the lab for definitive confirmation.  The lab data would then be used to generate a regression coefficient to use as a correction factor for the XRF data.  A total of 77 samples were collected at 33 different locations.  Samples were collected a variable depths depending on the sample location.  The samples documented the presence of chrome, copper and  nickel   above the California hazardous waste determining levels.  The XRF data, lab data and regression spread sheet are located in the documents section of the web site.

The emergency response has evolved into a time-critical removal action.  EPA is conducting oversight of the cleanup efforts along with other stakeholder agencies.

2.1.2 Response Actions to Date

03/30/2015
Summary: Decontamination of the polishing room and commencement of the subsurface soil assessment.

Personnel On-Site: DCE, ACT, JAG, EPA 

ACT continued to decontaminate the polishing room.  JAG began the subsurface assessment of the soil.  The XRF JAG rented was not functioning.  In addition, no one at JAG had operated an XRF before.    The soil samples were collected using a geoprobe.  Upon collection the samples were processed in accordance with the sampling plan.

03/31/2015
Summary:  Decontamination of the polishing room and subsurface assessment of soil contamination.

Personnel On-Site: DCE, ACT, JAG, EPA, START

ACT continued to decontaminate the polishing room.  During the investigation of a void space in the floor (a stairway to the street), ACT dislodged the outer wall from the foundation revealing a large quantity of polishing dust at the interface between the brick and foundation and between the two layers of brick.

JAG continued to collect soil samples using the geoprobe.  Their XRF continued to be non-functional.  START examined it and determined it was not working properly. To facilitate the removal, OSC Wise directed the START to bring the EPA XRF out and analyze the samples.  JAG continued to process samples for XRF analysis.

04/01/2015
Summary:  Decontamination of the polishing room, render safe of the fire damaged cylinders and the continuation of the subsurface assessment

Personnel On-Site: DCE, ACT, JAG, EPA, START

A cylinder expert from ACT examined the fire damaged cylinders to determine if they had contents, the valves were working and if they could be rendered safe.  All of the cylinders were determined to be empty and were de-valved.  The acetylene tanks will be sent off for disposal to permitted disposal facility due to the potential presence of asbestos.  The other tanks will be recycled as scrap metal.

JAG continued the soil sampling and processing of the soil samples.  The START set up the EPA XRF and began analyzing samples.  A total of 16 samples were analyzed. 

DCE informed OSC Wise that the shotgun shells were going to be shipped off-site to a Stericycle facility.  OSC Wise notified them that their disposal facility was not on the CERCLA Off-Site Approval list and could not be used.  The disposal was cancelled.  DCE arranged for the LAPD to take the shells for disposal as part of their on-going ammunition disposal program for the community at large.

04/02/2015
Summary:  Subsurface assessment continued and screening of structural material by EPA/START.

Personnel:  EPA, START, JAG

JAG continued the soil sampling and processing of the soil samples. The START set up the EPA XRF and began analyzing samples. A total of 15  samples were analyzed.

There were no cleanup operations today.

EPA and the START conducted a XRF screening assessment of the structural materials throughout the facility.  A total of 43 sample points were analyzed with the XRF.  The survey documented California  concentrations of chrome, copper, nickel, zinc and lead in the polishing room dust; the exterior and interior walls of the polishing room; the floors and walls in the treatment room and the secondary containment for the nickel plating area.  This data is for screening purposes only, no definitive samples were collected.   The survey will be used to determine the completeness of the structural decontamination.

JAG continued the soil sampling and processing of the soil samples. The START set up the EPA XRF and began analyzing samples. A total of 17 samples were analyzed.

04/06/2015
Summary: START completed XRF analysis of soil samples.  No further soil samples.

JAG personnel deliver remaining samples for XRF analysis to START Long Beach office. The START  performed XRF analysis samples and returned samples and data to JAG at end of day. XRF sample analysis as part of JAG’s subsurface soil study is complete – no further samples expected.

04/08/2015
Summary:  Site walk to determine remaining tasks, decontamination of the polishing room, removal of piping and air handling system.

START, DCE and ACT conducted a site walk to determine the items remaining to be completed.  ACT continued the decontamination of the polishing room including pressure washing of the walls, floors and ceiling; removal of the piping and the air handling system.  ACT began to collect the remaining small containers from the polishing room and the water treatment area.  ACT began to decontaminate the secondary containment in the waste water treatment system (WWT-System) and to dismantle the treatment system.

04/09/2015
Summary:  Activities from 04/08/2015 continued.

ACT removed all  the PVC lines running between the former plating lines and WWT-System are removed. Air Handling ducting is removed from the interior of the facility, however, access to the roof-top lines cannot be safely accomplished due to the current condition of the roof. Work is conducted in Level C PPE. PVC plumbing removal was completed today.

04/10/2015
Summary:  The WWT-System and air handling system was removed.

Personnel:  START, DCE, ACT

DCE personnel  removed any metal support structure, anchor points, walkways, power lines, etc related to the WWT-System. Accurate Plating has been scheduled to take these vats and tanks once they’re removed, however, once they’re pulled out of the WWT-Sys area out in to the open DCE would like to have them (AP) come back out to reassess the viability of the tanks. This activity is currently underway and is not completed on 4/10.   ACT personnel continue to work on the removal of the air handling system related to the former polishing room. Significant amount of “dust” encountered inside system is bagged and added to RCRA Debris waste stream (roll off bins on-site).  Removed ducting is also added to RCRA Debris roll-off. Any ducting that opens to the interior of the facility that cannot be removed due to lack of access is bagged and taped-off to prevent the further migration of contamination in to the facility which has been decontaminated. This activity is completed on 4/10.  ACT notified START that due to safety concerns with the stability of the roof, some of the air handling system on the roof was not accessible.

Summary: EPA and START conducted a XRF screening survey of structural materials.

OSC Wise and the START conducted a screening survey for heavy metals using the XRF of the walls, floors and ceilings of the west building.  The survey data will be used to evaluate further decontamination activities within the building and segregate hazardous waste debris from solid waste debris.  The data indicated that he WWT-System room and the polishing room structural materials are heavily contaminated with copper, chrome, nickel and zinc.  A survey of the concrete pad where the east building formerly set also documented percentage levels of the same metals on the surface.

  2.2 Planning Section
    2.2.1 Anticipated Activities

The PRP's contractor DCE has been retained to remove the remaining containerized hazardous substances from the west building.  The PRP has also been directed to decontaminate the structure including the removal of all polishing dust on floors, walls and air handling system; removal of all contaminated piping and any remaining contaminated plating equipment.  The insurance company for the PRP has retained a contractor to conduct a subsurface investigation.

2.2.1.1 Planned Response Activities  

The remaining containerized hazardous substances will be removed for off-site disposal by the PRP's contractors during the week starting March 9, 2015.

2.2.2 Issues
  • Work slow downs due to funding issues;  
  • Refusal by the lawyers for the PRP's to provide information on the insurance policy ceilings;
  • A new buyer for the property has been brought in and is seeking BFPP protection from EPA; and
  • Continued work on the property by former employees and their representatives removing plating equipment.
