1.1.2 Site Description

Tributyl tin-contaminated sediments under Pier 4 in Tacoma, Washington.

1.1.2.1 Location

1.1.2.2 Description of Threat

Tributyltin at levels exceeding 50,000 ug/kg were found in the sediments under Pier 4 during a predredge sampling performd by the Port of Tacoma in 2013. Tributyltin is an environmental toxin affecting mollusks and was banned in the 1990s.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

The Port of Tacoma collected and analyzed samples of sediment under Pier 4 in July 2014 to determine the extent and depth of contamination. Results indicated a removal action was necessary to dredge and remove approximately 50,000 cubic yards of sediment.

 

2. Current Activities

2.1.1 Narrative

2.1.2 Response Actions to Date
The Port of Tacoma began work in April 2015 to mobilize equipment to Pier 4 and start disconnecting utilities. Work then proceeded with removal of the pier deck. On June 15, 2015, the Port's contractor, OMI, began pulling the pilings holding up the pier deck using a vibratory hammer. On August 17, 2015 OMI began removing clean sediment upslope from the contaminated sediment and dumping it at an open-water disposal site managed by the Department of Natural Resources. Removal of clean sediments was completed on September 14, 2015. On September 15, 2015, OMI began dredging TBT-contaminated sediments, barging it to the APM terminal (contiguous to Pier 4), transloading the sediments to trucks and hauling the material to the LRI waste disposal facility. Water dredged with the sediment was pumped to a holding pond, treated to remove TBT, and discharged to the Sound. Water quality testing results indicate the treatment system is effective at removing TBT and particulates and that the dredging is not mobilizing particulates or TBT off-site above levels of concern.

Between 9/29 and 12/2/2015, dredging and supporting work continued. Weekly on-site progress and safety meetings occurred every Wednesday except for the 11/11/2015 meeting which was moved to 11/10/2015 due to Veterans Day.

Summary of activities occurring in the previous 7 days:

9/30/2015 – Contaminated dredging in zone 3. Transloaded dredged sediment to trucks to LRI landfill. Water treated and discharged on 9/24 and 9/28. OMI Safety Officer on-site for EPA Health and Safety audit on 9/30/2015. Minor recommendations for improvement suggested by EPA audit team. KIRO TV on-site for interview of Port of Tacoma project Lead and EPA OSC. News story on Removal Action appeared on TV that evening. Sediment is moving off the newly exposed shoreline. No water quality exceedances.

10/7/2015 – Finished contaminated dredging in zone 3 and started in zone 4 on 10/1. Transloaded dredged sediment to trucks to LRI landfill. Water treated and discharged on 10/2 and 10/7 (pond alarmed due to high level from the huge quantity of rainwater collected over the past day). No water quality exceedances. Preparing a third dump scow to speed up process. Truckers complained of sediment in their covering tarps. Port requested discontinuation of requirement to cover loads. OSC did not approve request and suggested alternatives.

10/9/2015 Total volumes removed to date:

Dredged sediment – 14,378 cy  

Transloaded sediment – 13,377 cy

Landfilled sediment – 15,997 cy

Treated and discharged water – 794,262 gallons

 

10/14/2015 – Finished contaminated dredging in zone 4 and started in zone 6 on 10/13. Transloaded dredged sediment to trucks to LRI landfill. Water treated and discharged on 10/9, 10/10 and 10/11 (due to the huge quantity of rainwater collected over the past day). No water quality exceedances. Water treatment system discharged at 5.5 NTU due to turbulence from filling pond at the same time as treating. OMI agreed to only do that in future if emergency situation. Truckers still covering their loads. OMI removed some sediment from the settling pond using a vacuum truck and processing the sediment on site.

10/21/2015 – Still contaminated dredging in zone 6. Began using third dredge dump scow. Transloaded dredged sediment to trucks to LRI landfill. Water treated and discharged on 10/15 and 10/21. No water quality exceedances. Third water main break occurred on 10/21. (Previous breaks occurred in different locations in early September).

10/28/2015 – Finished contaminated dredging in zone 6 on 10/21 and started dredging in zone 7 on 10/22. Found an open barrel in the dredge sediment on 10/29 and staged it in secondary containment on the dock until the contents can be analyzed. Transloaded dredged sediment to trucks to LRI landfill. Water treated and discharged on 10/26. No water quality exceedances. Started installing slope armoring on 10/22. Lots of rip rap pulled out of zone 13. Finished building turbidity curtain.

11/4/2015 – Finished contaminated dredging in zone 6 on 11/3. Placed turbidity curtain in the water on 11/4 and attached it to the dredge rig. Transloaded dredged sediment to trucks to LRI landfill. 16 trucks in the transport rotation now. Water treated and discharged on 10/30, 10/31, 11/2 and 11/4. No water quality exceedances. Storm drains were not operating properly in an area outside of the transload area resulting in off-site water flooded into the collection area requiring considerable additional water to be treated. APM terminal management was contacted and they opened up their storm drains. Continued installing slope armoring during midnight low tides. Drove pilings for navigation light on 11/3. Dump barge #204 cleaned, inspected and removed from service.

11/6/2015 Total volumes removed to date:

Dredged sediment – 33,948 cy  

Transloaded sediment – 32,023 cy

Landfilled sediment – 40,946 cy

Treated and discharged water – 1,786,693 gallons

 

11/10/2015 – Hotspot dredging in zone 5 began on 11/4. Transloaded dredged sediment to trucks to LRI landfill. Hotspot dredge water was treated on 11/5 and held pending lab results on 11/9. Treated water was discharged on 11/9 and 11/10. No water quality exceedances. Slope protection installation was completed on 11/9.

11/18/2015 – Still contaminated hotspot dredging in zone 5. Transloaded dredged sediment to trucks to LRI landfill. Water treated and discharged on 11/13, 11/14, 11/15, 11/16, and 11/17. Water quality sampling scheduled for the afternoon on 11/17 was cancelled due to high winds. No water quality exceedances. Barrel sampled on 11/15.

11/25/2015 – Completed contaminated hotspot dredging in zone 5 on 11/20 and started contaminated hotspot dredging in zone 8. Transloaded dredged sediment to trucks to LRI landfill. Water treated and discharged on 11/20, 11/21, and 11/22. Sediment removed from pond on 11/23 and 11/24 and mixed in with dredge material for transport to LRI. EPA observed water quality sampling on 11/19. No water quality exceedances. Riprapped outfall protection between 11/20 and 11/24. Installed navigation light tower platforms between 11/23 and 11/25. There are discrepancies between the four different mechanisms of calculating dredge volume removed. It is not clear how much is remaining to be removed so a multi-beam survey will be performed after the first complete dredge pass and then single beam progress surveys daily thereafter.

12/2/2015 – Completed contaminated hotspot dredging in zone 8 on 11/30. This is the completion of the first pass of contaminated dredging. Moved turbidity curtain and moored at Pier3. Started contaminated dredging in zone 9 (same area as zone 3 in the first pass) on 11/30. Transloaded dredged sediment to trucks to LRI landfill. Water treated and discharged on 12/1. Continued to remove sediment from pond and mix in with dredge material for transport to LRI. No water quality exceedances. Multi-beam survey for first dredge pass performed on 12/1.
