Emergency Response, PRP Cleanup without an Enforcement Instrument
1.1.2 Site Description The site is the location of an active fertilizer blending and storage facility. On Monday, June 8, 2015, a fire occurred at the facility. Almost 4 million gallons of water were used to put the fire out, resulting in a large amount of runoff from the facility that travelled through several properties eventually reaching Slagles Run, which leads to Conewago Creek. The runoff was heavily discolored, and contained high levels of total organic carbon, nitrates, nitrites, iron, and manganese, and elevated levels of arsenic and lead. A cleanup is being conducted. The Pennsylvania Department of Environmental Protection (PADEP) is the lead agency for the site. EPA assisted with sampling of homewells to determine if there was any impact to groundwater from this incident.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
After the fire, a number of nearby residents contacted PADEP expressing concern about the impact of the fire and runoff on their homewells. As noted in PADEPs fact sheet (see documents section) on the incident, a properly constructed well should not be impacted by runoff or surface water in streams. However, because of the concern expressed by these residents EPA agreed to support PADEP by sampling selected homewells. On June 16, 2015, contractors working for EPA collected samples from four homewells and a spring. The locations for these samples were selected from the list of homeowners who had contacted PADEP. This list was reviewed and locations closest to the site were selected for the first round of sampling. Data from this sampling indicates that there was no impact to the tested homewells or spring from the incident.
