2.1.1 Narrative

Mobilization back to the site for the 2019 removal work season occurred during the week of June 3, 2019.  On Tuesday
June 4, 2019 a safety kick off meeting was held at 0900 for the 2019 removal work season.  START and IDEM attended the safety kick off meeting.  The scope of the 2019 removal season was to complete removal activities at GS073.  

Removal work commenced at property GS073 on June 5, 2019.  Site hours during removal activities were Monday - Friday 0600 to 1700.

EPA and START continue to provide technical oversight of all sampling and removal activities on site as needed.  START continues to collect a subset of split samples for comparison and validation of NIPSCO investigative and confirmation samples as needed.  There are no current air monitoring and off-site borrow source activities but NIPSCO contractors will continue these activities during any additional removal work.

2.1.2 Response Actions to Date

As of June 2019 access agreements were obtained for 17 properties by NIPSCO contractors and removal work was completed at 16.  Removal and restoration activities were completed at the 17th property GS073 in September 2019.  The following table includes the current access, removal, and restoration status for the properties identified for remedial action:

  2.2 Planning Section
   

2.2.1 Anticipated Activities

- Continue regularly scheduled project call.

NIPSCO and their contractor, AECOM, continue to investigate properties for elevated levels of arsenic, lead and thallium.

- NIPSCO and their contractor, Haley & Aldrich, continue to negotiate access with some properties that are identified as needing a removal action.

- NIPSCO and their contractor, Haley & Aldrich, currently are working with the owner of GS072 to obtain access necessary to complete the removal work at this property.

- NIPSCO and their contractor, Haley & Aldrich, will continue to work with the owner of GS073 to address property restoration issues following the completed removal work at this property.

- NIPSCO and their contractor, Haley & Aldrich, have not received response from the owner of GS028 to discuss access for removal work.

Continue to gain access to identified properties.

2.2.2 Issues

-  The owner at GS073 requested that removal activities cease over concerns regarding impacts to a pond on the property.  NIPSCO and their contractors attempted but were unable to reach an agreement with the owner to address his concerns within the scope of the Administrative Settlement Agreement and Order on Consent for Removal Action (the "Settlement") Docket Number V-W-16-C-008 (2016).  Active soil removal activities ceased on July 31, 2019 per the owner's request.  The owner allowed access beyond July 31, 2019 so NIPSCO and their contractors could haul the remaining stockpiled contaminated soil off site for disposal and to complete backfill of the excavation extent.  Contaminated soil remaining in place was identified on the south side of the excavation extent which was documented by NIPSCO and their contractors.  The remaining contaminated soil was all hauled off site and the excavation area backfilled by August 28, 2019.
  
- There are still properties where NIPSCO is having difficulty gaining access to properties implement the remedial plan.  A list has been submitted to EPA for review and determination on additional actions needed to address these properties.  ORC is currently reviewing NIPSCO documentation.
