EPA has, to date, received 3 Mission Assignments (MAs) from FEMA under this incident:
1 for activation under ESF10 to staff the FEAM REgional Response Coordination Center (RRCC) and to support FEMA's Incident Management Assessment Team (IMAT) / Joint Field Office (JFO) in the Commwealth of Northern Marianas Islands (CNMI);
1 to provide two Subject Matter Experts (SMEs) in support of the local Water Functionality Task Force;
1 to provide one SME in support of the IMAT planning for debris collection and removal
A 4th MA was received on 8/11 for collection and disposal of downed electrical transformers and cleanup of associated leaked oils.

1.2 Incident Objectives

EOC Objectives:
1. Ensure the health and safety of responders.
2. Support the EPA response to Typhoon Soudelor.
3. Provide information related to the response to EPA Region 9 and other stakeholders.
4. Identify and assign staff and other resources as needed to support the response.
5. Coordinate with FEMA on Mission Assignments, funding, logistical and other issues.
6. Address regulatory or technical issues related to environmental concerns.

1.3 Critical Resource Needs
|
|
|
Communications and internet connectivity remain a significant issue on Saipan, which along with the difference in time zones further hampers communications between EOC & field personnel.
None at the present time for EPA. With the receipt of the new Mission Assignment (transformers) on 8/11, we are starting to plan for additional deployments

2.1.2.a - SMEs for Support of Water Functionality Task Force
Under the Water MA, Karl Banks (Water Div.) has been providing
support from Region 9. The USCG Pacific Strike Team continues to provide one
person in support of the task force until Sallach and Ryan are on duty - they arrived on island yesterday. Current
Task
Force activities include:
• Monitor
progress on installing generators at CUC wells;
• Assess
production of drinking water from Marines TWPS and delivery to hospital;
• Continue to
monitor bottled water companies production, CUC water filling
stations, hotel drinking water filling stations;
• Draft Drinking
Water and Wastewater Assessment tracking forms
Calculated total CUC production:
Normal: 146 wells operable, producing 9.5 MGD
Currently: 22 wells operable, producing 2.1MGD [22%]
2.1.2.b - SME for debris removal planning support
Under this MA the Region has been
providing support using our on-island OSCs, coordinating with FEMA, USACOE, and local agencies.
