Executive Summary
 

EPA has received 5 Mission Assignments from FEMA to date:  

1) For activation and coordination ($60,000);

2) USCG Liaison to IMAT/EOC;

3) Subject matter experts (SMEs) for water ($60,000); 

4) SME for debris management and household hazardous waste (HHW) planning ($60,000); and

5) Direct Federal Assistance to collect, stage and dispose of downed and damaged transformers ($1,00,000). 

 
An MA for collection of HHW is in process and is expected in the coming days.

Field Objectives:

None at the present time.  However, communications and internet connectivity remain a significant issue on Saipan, which along with the difference in time zones further hampers communications between EOC & field personnel.

2.1.2 Response Actions to Date

2.1.2.a - SMEs for Support of Water Functionality Task Force

Two EPA Drinking Water SMEs have arrived and are providing technical assistance to BECQ and CUC as part of the Water Task Force.  Andrew Sallach, EPA SME, began to coordinate with CUC on the wastewater system recovery.

Calculated total CUC production:

Normal:  146 wells operable, producing 9.5 MGD
Currently: 24 wells operable, producing 2.6 MGD [25%]


2.1.2.b - SME for debris removal planning support

Under this MA the Region continues to provide support using our on-island OSCs, coordinating with FEMA, USACOE, and local agencies.  


2.1.2.c -  Downed Transformers

EPA met with FEMA and CUC regarding the new mission assignment to address downed and damaged transformers.  They discussed where to start and areas to prioritize and potential staging areas for placement of collected transformers.  CUC will provide staff to accompany EPA in locating downed transformers, and have provided a set of maps of power distribution lines and power poles to use for planning and tracking work.  EPA is putting together an assessment and triage protocol for transformers in the field.

    2.2.1 Anticipated Activities

In the next operational period, EPA anticipates working to identify additional resources to deploy to CNMI.


2.2.1.1 Planned Response Activities

2.2.1.1.a - Water Functionality Task Force

Continue to provide technical assistance to BECQ and CUC regarding recovery of the drinking water supply system.  Continue to coordinate with and provide technical assistance to CUC on the wastewater system recovery.

2.2.1.1.b - Debris removal planning support

Continue to provide support to FEMA, USACOE, and local agencies on debris collection and disposal.


2.2.1.1.c -  Downed Transformers

EPA will work with CUC and FEMA to develop a public service announcement informing the public not to handle transformers or transformer oil.

The Region 9 ERRS contractor has been tasked to begin arranging equipment and travel logistics to deploy in the next couple of days to begin collection of transformers, and tasking for START is expected in the next day or two.
