Executive Summary
 

EPA is working under 4 Mission Assignments from FEMA to date:  
1) For activation and coordination ($60,000);
2) Subject matter experts (SMEs) for water ($60,000);
3)  SME for debris management and household hazardous waste (HHW) planning ($60,000); and
4) Direct Federal Assistance to collect, stage and dispose of downed and damaged transformers ($1,000,000). 

 EPA also received an MA tasking USCG for a Liaison to the IMAT/EOC on CNMI;

An MA for collection of HHW is in process and is expected in the coming days.


Tropical Storm Goni passed between Tinian and Rota overnight between Saturday the 15th and Sunday the 16 August (ChST).  Impacts from the storm are not known at this writing.  Due to the storm field operations for Sunday the 16th have been cancelled, and the FEMA EOC will also be closed.  As a result, all ESF#10 response activities have been suspended for the Typhoon Soudelor recovery effort.

5. Coordinate with FEMA on Mission Assignments, funding, logistical and other issues.
6. Address regulatory or technical issues related to environmental concerns.


  1.3 Critical Resource Needs
   

None at the present time.  However, communications and internet connectivity remain a significant issue on Saipan, which along with the difference in time zones further hampers communications between EOC & field personnel.

Additionally, airport operations on Saipan remain limited to daylight hours.  This complicates personnel travel logistics, particularly as commercial airline schedules do not reflect the on-the-ground situation/limitations.

With the arrival of TS Goni overnight resource needs may become critical although this is unknown as of the time of this report.

2.1.2.a - SMEs for Support of Water Functionality Task Force

Calculated total CUC production:

Normal:  146 wells operable, producing 9.5 MGD
Currently: 34 wells operable, producing 3.2 MGD [31%]

(No new wells brought online today. All generators turned off and secured for the storm.  No water being pumped for the rest of the day.)

Today, USMC requested that the Water Task Force assist with determining what metrics might be used to clear them for demobilization of RO water treatment and distribution operations.

Over the past three days the Water Task Force and DEQ visited 13 bottled water and ice companies to survey operational status and finished water capacity.

·         8 companies are operational and producing ~72,000 gallons of potable water/day

·         5 companies are not operational but can produce ~13,000* gallons/day, once water and power are restored (*some production data unavailable)

Wastewater
One generator at lift station SR-2 has been installed by USACE.  USACE currently working on installing generator at lift station S-9, but work has ceased due to storm.

2.1.2.c -  Downed Transformers

EPA’s top priority under this MA is to establish a staging area for collected transformers, as collection work can’t begin without it.  A site has been identified at CUC Power Plant 1, which is already in use by EPA for carrying out bioremediation of contaminated soil and which is thus suitable for storage of hazardous materials.  ERRS subcontractors will bring the necessary supplies and equipment to establish a transformer staging area on Monday.  CUC will also provide personnel who will provide safety support on working with electrical transmission systems and transformers. 

CUC has identified feeder line 2, which serves Beach Road, where many of the hotels are located, as a priority for removal of transformers.  This will allow them to replace downed power poles in this area, in order to reduce impacts on tourism.
