EPA is working under 4 Mission Assignments from FEMA to date:
1) For activation and coordination ($60,000);
2) Subject matter experts (SMEs) for water ($60,000);
3) SME for debris management and household hazardous waste (HHW) planning ($60,000); and
4) Direct Federal Assistance to collect, stage and dispose of downed and damaged transformers ($1,000,000).
ESF-10 also received an MA tasking USCG for a Liaison to the IMAT/EOC on CNMI;
An MA for collection of HHW is in process and is expected in the coming days.
Tropical Storm Goni passed south of Saipan with sustained winds of up to 70 mph, which was below typhoon strength. Due to the storm, all operations and the FEMA EOC were shut down on Sunday, 8/16 (Saipan time). Field work on Saipan returned to normal on Monday.

1.3 Critical Resource Needs
|

None at the present time. However, communications and internet connectivity remain a significant issue on Saipan, which along with the difference in time zones further hampers communications between EOC & field personnel.
Lodging
for responders continues to be a major constraint, with some hotels damaged and
unable to supply potable water.

2.1.2.a - SMEs for Support of Water Functionality Task Force
CUC Water:
Prior to the arrival of TS Goni CUC reporeted potable water
production at 3.9 MGD. However, all generators had been turned off in anticipation of Goni's arrival. EOC reports that USACE began to reconnect, fuel and start the
generators, though it took nearly 1 hour per generator, making progress slow. As
generators switched on, the wells started up and began filling tanks. Chalan
Kiya has 24-hr water distribution.
Navy Hill tank, fed by Calhoun wells with a CUC generator, is
still providing water to hospital.
CUC restarted rotation of distribution of piped water to
villages today.
The Water Task Force revisited 14 bottled water and ice companies
to survey operational status today. There has been a setback in operational
capacity since the storm passed through and there was an interruption in CUC
water delivery.
Emergency Water Distribution Points:
The 4 CUC sanitation water filling stations at As Teo, Kanat Tabla, Capital Hill, and Navy Hill opened today
from 12pm-7pm. The USMC drinking water
distribution operations are scheduled to demobilize tomorrow, 8/18.
Wastewater:
There have been minor wastewater spills at lift stations W-8,
S-8 and SR-2. As per the CUC priority list, USACE worked on generators for lift
stations today. Lift Stations SR-2 and S-9 are operational, awaiting generator
connection at S-8.
2.1.2.b - SME for debris removal planning support

2.1.2.c - Downed Transformers
EPA's ERRS contractor has arranged for clean soil to be brought
to the staging area at CUC Power Plant 1
on Tuesday, as well as the necessary heavy equipment to
spread and compact the soil to serve as a base for transformer storage.
EPA
met again with CUC on the assessment protocol they have developed jointly and
did field tests with it, using the protocol to assess downed transformers in
the Garapan area. The field tests
focused on Feeder 2, which CUC has identified as a priority. EPA added an elementary school (on Feeder 1)
to the priority list for assessment, due to having observed broken transformers
in the school yard.

2.2.1 Anticipated Activities
In the next operational period, EPA anticipates continuing to identify additional resources to deploy to CNMI as well as communicating with and supporting our field personnel.
2.2.1.1 Planned Response Activities
2.2.1.1.a - Water Functionality Task Force
Continue to provide technical assistance to BECQ and CUC regarding recovery of the drinking water supply system. Continue to coordinate with and provide technical assistance to CUC on the wastewater system recovery.
2.2.1.1.b - Debris removal planning support
Continue to provide support to FEMA, USACOE, and local agencies on debris collection and disposal.
2.2.1.1.c - Downed Transformers
Region 9 START
and ERRS contractors have been activated under the MA for transformer
collection, and several of them have arrived on Saipan. START will assist with sampling support and
assessment of areas impacted by transformer oil releases. ERRS will support collection of transformers,
using primarily on-island subcontractors. USCG Pacific Strike Team staff have been extended
to support ESF-10 efforts.
