Executive Summary

EPA is working under 4 Mission Assignments from FEMA to date:
1) For activation and coordination ($60,000);
2) Subject matter experts (SMEs) for water ($60,000);
3) SME for debris management and household hazardous waste (HHW) planning ($60,000); and
4) Direct Federal Assistance to collect, stage and dispose of downed and damaged transformers ($1,000,000).
Last night EPA received a 5th MA from FEMA for collection of HHW with a spending ceiling of $1.4 Million. EPA has been doing some very preliminary work (under the Debris Removal SME MA) in anticipation of receipt of this MA.

4. Support long-term recovery of CNMI from typhoon
EOC Objectives:
1. Ensure the health and safety of responders.
2. Support the EPA response to Typhoon Soudelor.
3. Provide information related to the response to EPA Region 9 and other stakeholders.
4. Identify and assign staff and other resources as needed to support the response.
5. Coordinate with FEMA on Mission Assignments, funding, logistical and other issues.
6. Address regulatory or technical issues related to environmental concerns.

1.3 Critical Resource Needs
|
|
|
|
None at the present time. However, communications and internet connectivity remain a significant issue on Saipan, which along with the difference in time zones further hampers communications between EOC & field personnel.
Lodging for responders continues to be a major constraint, with some hotels damaged and unable to supply potable water.

2.1.2.a - SMEs for Support of Water Functionality Task Force
CUC Water Distribution Recovery Summary:
• Back to: 34 wells operable, producing 3.2MGD [31%]
• Expected to exceed that production today as new wells scheduled to come online
• With addition of As Teo village, intermittent water distribution now serving 32% of population.
Bottled Drinking Water:
Water Task Force visited 14 bottled water and ice companies to survey operational status and finished water capacity. Five companies are operational and producing 60,350 gallons of potable water/day. Nine companies are not operational but can produce ~25,000 gallons/day, once water and power are restored.
Emergency Water Distribution Points:
CUC continues to operate 5 water distribution stations from 12pm-7pm daily. Coral Ocean Point resort continues to operate their drinking water distribution point from 2:30-5:30pm. USMC drinking water distribution discontinued today.
Lab Capability:
BECQ's lab is still operating at half capacity (30/samples per day). Yesterday (8/17) the Water Task Force collected 19 Coliform samples taken at 17 smaller and operational public water systems, including 5 operational bottled water companies. No harmful bacteria were detected. Water Task Force continued to collect coliform samples today.
Wastewater:
Lift Stations S-8, SR-2 and S-9 are operational.
There have been minor wastewater spills at lift stations W-8, S-8 and SR-2. As per the CUC priority list, USACE worked on generators for lift stations today. Lift Stations SR-2 and S-9 are operational, awaiting generator connection at S-8.
2.1.2.b - SME for debris removal planning support
A final draft of the PSA was submitted to FEMA. The JIC will release the PSA after their review. EPA presented on the proposed HHW collection sites at the daily multi-agency debris meeting.
2.1.2.c - Downed Transformers
EPA and CUC sent out 3 teams of 3 people to complete assessment of downed transformers on Feeder 2. ERRS contractors began bringing soil into the transformer staging area and compacting it for use as a staging platform. The goal is to have this completed by late today or early tomorrow and have crews out collecting downed transformers by Thursday, 8/20

In the next operational period, EPA anticipates continuing to identify additional resources to deploy to CNMI as well as communicating with and supporting our field personnel.

Continue to provide technical assistance to BECQ and CUC regarding recovery of the drinking water supply system. Continue to coordinate with and provide technical assistance to CUC on the wastewater system recovery.

Continue to provide support to FEMA, USACOE, and local agencies on debris collection and disposal.
