Executive Summary
 

EPA is working under 5 Mission Assignments from FEMA to date:  
1) For activation and coordination ($60,000);
2) Subject matter experts (SMEs) for water ($60,000);
3) SME for debris management and household hazardous waste (HHW) planning ($60,000); and
4) Direct Federal Assistance to collect, stage and dispose of downed and damaged transformers ($1,000,000). 
5) DFA to collect, stage and dispose of household hazardous waste (HHW) ($1,400,000). 

HHW collection will likely happen in a number of weeks, after clean-up and rebuilding is well under way on Saipan and needed supplies are shipped.

OSC Powell has demobilized.  OSC Dale Becker (R10) arrived on island.

    Field Objectives:
1. Ensure the health and safety of responders
2. Minimize risk to the public and public health from typhoon impacts
3. Address environmental impacts of typhoon on CNMI
4. Support long-term recovery of CNMI from typhoon



EOC Objectives:
1. Ensure the health and safety of responders.
2. Support the EPA response to Typhoon Soudelor.
3. Provide information related to the response to EPA Region 9 and other stakeholders.
4. Identify and assign staff and other resources as needed to support the response.
5. Coordinate with FEMA on Mission Assignments, funding, logistical and other issues.
6. Address regulatory or technical issues related to environmental concerns.

  1.3 Critical Resource Needs
    None at the present time. However, communications and internet connectivity remain a significant issue on Saipan, which along with the difference in time zones further hampers communications between EOC & field personnel. Lodging for responders continues to be a major constraint, with some hotels damaged and unable to supply potable water.

2.1.2.a - SMEs for Support of Water Functionality Task Force
CUC Water Distribution Recovery Summary:
- 35 wells operable, producing 3.3MGD [32%]
- With addition of As Matuiz and San Roque villages, intermittent water distribution now serving 35% of population.

Bottled Drinking Water:
Meeting held with 8 of 14 bottled water companies. Water Task Force determined needs for recovering operations. 

The operational status of the bottled water companies remains unchanged from yesterday with 5 companies reported as operational, capable of producing 60,350 gallons of potable water/day.  The remaining 9 companies are not operational, but will be able to produce ~25,000 gallons/day, once water and power are restored.


Emergency Water Distribution Points: ​
USMC drinking water treatment and distribution operation to continue through Saturday at the request of the CNMI government.


Lab Capability:
BECQ's lab is still operating at half capacity (30/samples per day). No harmful bacteria were detected in samples taken yesterday. Water Task Force continued to collect coliform samples according to sampling plans.


Wastewater:
Sadag Tasi WWTP is operational, however generator must be fueled 3x/day and cannot be run dry without causing restart problems.  Due to 5 hour runtime per tank, the generator must be shut off at night.  CUC is exploring possibility of obtaining an alternate generator or a supplemental fuel tank.


2.1.2.b - SME for debris removal planning support

2.1.2.c - Downed Transformers
Teams continued assessment of transformers, completing Feeder 2 and beginning on Feeder 1 (which runs down Middle Road).  The goal is still to being collection of transformers tomorrow (8/20 on Saipan), but there may be some delays as CUC gets power lines disconnected.  EPA has finished preparing the transformer staging area at CUC Power Plant 1.

    2.2.1 Anticipated Activities

In the next operational period, EPA anticipates continuing to identify additional resources to deploy to CNMI as well as communicating with and supporting our field personnel.

2.2.1.1 Planned Response Activities

2.2.1.1.a - Water Functionality Task Force

Continue to provide technical assistance to BECQ and CUC regarding recovery of the drinking water supply system.  Continue to coordinate with and provide technical assistance to CUC on the wastewater system recovery.

2.2.1.1.b - Debris removal planning support

Continue to provide support to FEMA, USACOE, and local agencies on debris collection and disposal.

Begin collection of damaged transformers.
