Executive Summary
 

EPA is working under 5 Mission Assignments from FEMA to date:  
1) For activation and coordination ($60,000);
2) Subject matter experts (SMEs) for water ($60,000);
3) SME for debris management and household hazardous waste (HHW) planning ($60,000); and
4) Direct Federal Assistance to collect, stage and dispose of downed and damaged transformers ($1,000,000). 
5) DFA to collect, stage and dispose of household hazardous waste (HHW) ($1,400,000). 

HHW collection will likely happen in a number of weeks, after clean-up and rebuilding is well under way on Saipan and needed supplies are shipped.

    Field Objectives:
1. Ensure the health and safety of responders
2. Minimize risk to the public and public health from typhoon impacts
3. Address environmental impacts of typhoon on CNMI
4. Support long-term recovery of CNMI from typhoon



EOC Objectives:
1. Ensure the health and safety of responders.
2. Support the EPA response to Typhoon Soudelor.
3. Provide information related to the response to EPA Region 9 and other stakeholders.
4. Identify and assign staff and other resources as needed to support the response.

  1.3 Critical Resource Needs
    None at the present time. However, communications and internet connectivity remain a significant issue on Saipan, which along with the difference in time zones further hampers communications between EOC & field personnel. Lodging for responders continues to be a major constraint, with some hotels damaged and unable to supply potable water.

2.1.2.a - SMEs for Support of Water Functionality Task Force
CUC Water Distribution Recovery Summary:
- 41 wells operable, producing 3.8 MGD [37%]
         - Koblerville wells KV21, 22 and 23, Kagman well 11, and Sablan Quarry wells 4 and 150 are now on line. 
           Kagman has mechanical problems at wellhead.

Bottled Drinking Water:
The operational status of the bottled water companies has improved from yesterday with 7 companies reported as operational, capable of producing 73,000 gallons of potable water/day.  The remaining 7 companies are not operational, but will be able to produce ~25,000 gallons/day, once water and power are restored.


Emergency Water Distribution Points: ​
No new information reported. 


Lab Capability:

BECQ's lab is now operating at full capacity (60/samples per day).  No harmful bacteria were detected in samples taken yesterday. The BECQ lab was granted an extension to its annual proficiency testing requirement by EPA R9 lab.

2.1.2.c - Downed Transformers

 

Teams completed assessment of Feeder 1 and started on Feeder 3 (which supplies Beach Road and beyond).  A CUC crew is going ahead of the transformer collection crew  to ensure lines are de-energized and detached from transformers.

One point of note is that EPA is using green waste chips from the debris collection part of the typhoon response as an element of the staging area pad, so that these materials are being immediately reused rather than going for disposal.

2.1.2.d - Household Hazardous Waste (HHW)

Norwood Scott has been assigned to address conditions at the Lower Base transfer station.  There was a good deal of unmanaged HHW on the site when Typhoon Soudelor hit and it will need to be cleaned up to be used as a HHW collection area.

    2.2.1 Anticipated Activities

In the next operational period, EPA anticipates continuing to identify additional resources to deploy to CNMI as well as communicating with and supporting our field personnel.

2.2.1.1 Planned Response Activities

2.2.1.1.a - Water Functionality Task Force

Continue to provide technical assistance to BECQ and CUC regarding recovery of the drinking water supply system.  Continue to coordinate with and provide technical assistance to CUC on the wastewater system recovery.

Continue to provide support to FEMA, USACOE, and local agencies on debris collection and disposal.
