1.3 Critical Resource Needs
|
|
|
None at the present time. However, communications and internet connectivity remain a significant issue on Saipan, which along with the difference in time zones further hampers communications between EOC & field personnel.
Lodging for responders continues to be a major constraint, with some hotels damaged and unable to supply potable water.

2.1.2.a - SMEs for Support of Water Functionality Task Force
CUC Water Distribution Recovery Summary:
- 51 wells operable,
producing 4.4 MGD [42%]
Bottled Drinking Water:
No new
information to report.
Emergency Water Distribution Points:
The USMC drinking water treatment and distribution operation closed on Saturday. US National Park Service opened a distribution station at American
Memorial Park.
Lab Capability:
. BECQ lab did not
operate on Saturday or Sunday. No
sampling on Saturday or Sunday. Sampling
resumed Monday.
Wastewater:
No new information reported.
2.1.2.b - SME for debris removal planning support
Lower
Base Transfer Station Facility and Marpi Solid Waste Landfill Facility have
extended hours of operation and have rescinded tipping fees in order to reduce
illegal dumping. EPA
is working with BECQ, DPW, CUC and Tang Corporation (a local contractor), to
develop a debris management plan to include safe staging and disposal of
debris, including green waste, metal, treated wood, and downed power poles.
2.1.2.c - Downed Transformers
Teams
continued assessment of damaged transformers on Feeder 3, assessment of which
is nearly completed. The collection crew continued to collect damaged transformers
along Feeder 2 (which is essentially finished) and Feeder 1. Transformer
collection to date has focused largely on Beach Road and Middle Road, the major
roads on the island. Transformers in
these areas have mostly been collected, and work is shifting to smaller
roads. Many of the areas served by these
smaller roads have not been cleared of debris, making transformer collection
challenging. As a result, the pace of
collection will vary and may slow down.
The
table below provides data on numbers of transformers collected. Because of the time difference between Saipan
and the mainland, the table shows the number of transformers collected from 1430
on one day to 1430 on the next.

2.1.2.d - Household Hazardous Waste (HHW):
According
to FEMA, the PSA has gone out to local radio and newspapers. APEC, a local contractor, has been tasked with
removing waste currently at site before EPA’s HHW collection effort takes
place.

The EPA R9EOC anticipates continuing to communicate with and supporting our field personnel.

2.2.1.1.a - Water Functionality Task Force
Continue to provide technical assistance to BECQ and CUC regarding recovery of the drinking water supply system. Continue to coordinate with and provide technical assistance to CUC on the wastewater system recovery.

Continue to provide support to FEMA, USACOE, and local agencies on debris collection and disposal.

Continue collection of damaged transformers.
