2) Subject matter experts (SMEs) for water ($60,000);
3) SME for debris management and household hazardous waste (HHW) planning ($60,000); and
4) Direct Federal Assistance to collect, stage and dispose of downed and damaged transformers ($1,000,000).
5) DFA to collect, stage and dispose of household hazardous waste (HHW) ($1,400,000).
This report provides updates covering the operational period 8/24/15 pm through mid-afternoon 8/25/15 (ChST)

2. Minimize risk to the public and public health from typhoon impacts

4. Support long-term recovery of CNMI from typhoon
EOC Objectives:
1. Ensure the health and safety of responders.
2. Support the EPA response to Typhoon Soudelor.
3. Provide information related to the response to EPA Region 9 and other stakeholders.
4. Identify and assign staff and other resources as needed to support the response.
5. Coordinate with FEMA on Mission Assignments, funding, logistical and other issues.
6. Address regulatory or technical issues related to environmental concerns.

1.3 Critical Resource Needs
|
|
|
|
None at the present time. However, communications and internet connectivity remain a significant issue on Saipan, which along with the difference in time zones further hampers communications between EOC & field personnel.
Lodging for responders continues to be a major constraint, with some hotels damaged and unable to supply potable water.

Sadog Tasi WWTP is operational and now being powered by CUC Power Plant
4 rather than by a generator.
2.1.2.b - SME for debris removal planning support
BECQ
has arranged for overnight security at the Kagman and Koblerville/As Gono green
waste locations to reduce dumping of other materials at those facilities when
they are closed.
2.1.2.c - Downed Transformers
The team began assessment of damaged transformers on Kiya 4
(one of the two feeders leading from the Kiya substation to the airport), and
completed approximately half of that feeder.
The collection crew recovered damaged transformers along Feeder 3.
The
table below provides data on numbers of transformers collected. Because of the time difference between Saipan
and the mainland, the table shows the number of transformers collected from 1430
on one day to 1430 on the next.

Continue to provide technical assistance to BECQ and CUC regarding recovery of the drinking water supply system. Continue to coordinate with and provide technical assistance to CUC on the wastewater system recovery.

Continue to provide support to FEMA, USACOE, and local agencies on debris collection and disposal.
2.2.1.1.c - Downed Transformers
Continue collection of damaged transformers.
