1.1.2 Site Description
Des Plaines Fire Department responded to a incident involving a 275 gallon tote filled with waste oil fall off a flatbed truck onto Touhy Avenue in Des Plaines, Illinois. Waste Oil from the tote impacted approximately 1000 square feet of roadway causing traffic delays. The Fire Department covered the road with sand and requested assistance for the Illinois Environmental Protection Agency (IEPA). Mark Retzlaff from the IEPA responded and requested assistance from U.S. EPA Region 5 to stabilize, remove and dispose of the the tote and cleanup waste oil from impacted areas on Touhy Avenue.

Provide proper disposal of waste oil and contaminated material as a result of the cleanup.
2.2.1.1 Planned Response Activities
Environmental Restoration removed oil impacted sand from the roadway with brooms and shovels and placed it into 55 gallon drums. A couple of iterations of oil dry was placed onto the roadway to remove as much residual oil as possible. This material was again swept up and placed into 55 gallon drums. The tote was stabilized and removed from the roadway and will be disposed.
2.2.1.2 Next Steps
Provide proper disposal of waste oil and contaminated material as a result of the cleanup. Samples have been collected from the tote and contaminated material and analyzed for the following; used
oil parameters; PCBs, flash, EOX/Chlorine, and arsenic, cadmium, chromium, and lead.
