2.1.1 Narrative
EPA OSC responded to the site on Friday, June 24, 2016 at the request of the McCall Fire Department Incident Commander and activated the ERRS contractor under the OSC's warrant authority. McCall Fire Department had placed absorbent boom along the shore where sheen was observed for about 800 feet in front of about 10 lake side homes. McCall Fire identified a likely source area on one property where an apparent seep of red-dyed fuel oil was saturating the ground and discharging to the lake. McCall Fire placed containment and sorbent around the apparent seep location. The seep is within a few feet of deck attached to a beach side single family residential structure.
2.1.2 Response Actions to Date

On 7/12/2016 Allison Ranch Ministries Foundation, Inc. (the owner of the property at 1730 Crescent Drive and PRP) signed a Clean Water Act (CWA) Administrative Order on Consent (AOC) for continued removal activities at site. Specifically, the AOC requires that the Respondent remove oil-contaminated soils from the seep location up to the house foundation and footing and abate the discharge of oil by removing oil that is entering the interception/recovery trench and monitoring and maintaining the containment boom and sorbents on shore of Payette Lake.
On 7/12/2016 the EPA ERRS contractor terminated work at the site. On 7/13/2016, H2O Environmental was hired by the PRP to implement the work requirements of the UAO. H2O Environmental was previously working at the site under EPA as the ERRS sub-contractor.
On 7/13/ through 7/20/2016, H2O excavated contaminated soils from under the deck using a vacuum excavator. Contaminated soils were excavated to the house footing and foundation, and at depth to static water level, approximately 3 feet deep. Soils were observed to be contaminated with red-dyed fuel oil throughout the area under the deck. Approximately 35 cubic yards of soils were removed for disposal. Subsequent to removal of the contaminated soils there was only a slight sheen of petroleum on water in the excavation pit, and not observable contamination continuing to enter the interception trench or surface water of the lake.
On 7/20/2016 a contractor working for the PRP conducted a ground penetrating radar survey of the property up gradient of the house, and within the house looking through he floor of the concrete slab , in an attempt to identify an abandoned tank or any other feature that could be the source of contamination. Two features were identified and investigated, including a 4" drain pipe that was found during the excavation under the deck, and a concrete fault that was found up gradient of the the house. Neither of these features were found to be the source of contamination.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
A PRP is the owner of the property from where fuel oil is entering Payette Lake
