Gasoline tanker rollover along I-75 in North Port, Florida

1.1.2.1 Location
I-75, Mile Marker near exit 182 North Port, Florida

1.1.2.2 Description of Threat
Release of petroleum products into the environment, including the threatened release of petroleum products into navigitable waterway that acts as a surface water drinking source.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results:

During the evening of September 23, a gasoline tanker truck owned and operated by Bulk & Liquid Transportation, Inc of Tampa, Florida was involved in an accident that resulted in the tanker truck being overturned. Upon arriving on site, OSC Russell discovered that approximately 4,000 gallons of gasoline was released into the environment. The gasoline impacted the shoulder of the interstate, as well as a nearby stormwater drainage system. The stormwater drainage system has a direct nexus to the Myakka River which is both a navigitable waterway and acts as a surface water drinking source for the City of North Port.

2. Current Activities
  2.1 Operations Section
   

2.1.1 Narrative
On September 23, a gasoline tanker truck operated by Bulk & Liquid Transportation, Inc (BLT) was involved in an accident that resulted in the release of approximately 4,000 gallons of gasoline into the environment.

2.1.2 Response Actions to Date
Both the Sarasota County HazMat Team and the Charlotte County Fire Rescue applied foam onto the tanker and the immediate area around the tanker to control volatile fumes. BLT hired an environmental cleanup contractor to "hot tap" the tanker to remove the remaining gasoline. Approximately 4,000 gallons of gasoline was removed from the tanker, while approximately 4,000 gallons of gasoline was released into the environment.

The responsible party, Florida Department of Environmental Protection, and the EPA entered into unified command to set forth a plan to address the release of the gasoline into the environment. It was agreed that the cleanup contractor would work to contain the release by implementing earthen berms, containment/absorbent boom, and utilizing vacuum trucks. 

The release was contained, free product was removed, and remedial actions to address the soil and surface water contamination were implemented on 09/24/2016. On 09/25/2016, the EPA demobed from the Site and further long term remedial actions will be performed by the RP with oversight from FDEP personnel.

Bulk & Liquid Transportation, Inc of Tampa, Florida was identified as a potentially responsible party.

The responsible party will continue to provide remedial actions to  address the contaminated soil and any impacts to surface waters. FDEP will provide oversight of these actions.

Contaminated soil will be removed and treated/disposed. Surface water sampling will continue throughout the remedial actions. FDEP will provide oversight.
