1.1.2 Site Description & Description of Threat
On
December 6, 2016, teachers at Lincoln Elementary School, 105 S. Buchanan, in Green Bay (Brown
County), WI discovered that students were playing with a vial of mercury. Teachers notified authorities of the spilled
mercury. Interviews
revealed that siblings also took the mercury vial to Franklin Middle School,
1233 Lore Lane in Green Bay. The home of the students who brought the mercury to school was also impacted. The address of the home is 1055 Shawano Avenue in Green Bay.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
Screening at Lincoln Elementary revealed the following areas require cleaning: gymnasium, second floor classroom, second floor bathroom, locker and hallway adjacent to locker, and conference room.
Screening at Franklin Middle School revealed the following areas require cleaning: second floor classroom and isolated area in hallway on second floor.
Screening at the impacted residence: > 1ug/m3 as they crossed the door
threshold, 25ug/m3 in kitchen, 25 ug/m3 in basement,
>50 ug/m3 throughout most rooms of house (living room and
upstairs bedrooms). Meter max range = 50ug/m3.

2.1.1 Response Actions to Date

The Green
Bay Area Public School District hired North Shore Environmental Construction
(NSEC) to clean the impacted areas at Lincoln Elementary School and Franklin
Middle School. All cleaning was
conducted on December 7, 2016. EPA
verified the cleanup at both schools.
All classes and school activities resumed at both schools on December 8,
2016.
Arrangements
were made with the property owner for access to the impacted residence on
December 7, 2016. It was determined that
the property owner was unable to conduct the necessary cleanup of the impacted
residence. EPA mobilized an ERRS crew
and initiated cleanup of the mercury impacted items and home on December 8,
2016. EPA completed the cleanup and turned
the residence over to WDNR and state and local health officials on December 11,
2016 for clearance and release of the condemnation order. The family living in the home was evacuated on
December 6, 2016 and is still at a local hotel.
2.1.2 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
The Green Bay Area Public School District assumed
responsibility for Lincoln Elementary School and Franklin Middle School.
The property
owner of the impacted residence was unable to conduct the emergency cleaning of
the home. EPA conducted the cleanup at
the residence.

2.2 Planning Section

2.2.1 Planned Response Activities
WDNR, WDHS, and
Brown County Health Department will evaluate the final screening data and
cleanup information provided by EPA to determine when to lift the condemnation
order and return the family to the residence.
Brown County Human Services, the American Red Cross, and the Salvation
Army are assisting with the return of the family to the home and the
replacement of contaminated belongings.
2.2.2 Issues
Cold
temperatures limited the ability to screen potentially impacted areas
outside. A major snow storm limited
operations on December 11, 2016.
