1.1.2 Site Description

The Site is located at 358 Corey Street in Agawam, Massachusetts and involves 2 parcels of land, totaling about 6 acres.  The main portion of the Site, owned by Agawam Sportsmans Club, is identified as parcel M1221 at the Town of Agawam Tax Assessor’s office and described on Warranty Deed Book 1827 Page 464 and Book 1881 page 257 at the Hampden County Registry of Deeds.  The surface soil contamination also extends eastward onto undeveloped land owned by the Town of Agawam (parcel N12826).  The Site is in a residential area bordered by residential properties to the west and south, undeveloped Town of Agawam property to the east, and Corey Street and Highway 57 to the north.  The geographic coordinates are 42°4’37” latitude and 72°35’51” longitude.


1.1.2.2 Description of Threat

Surface soils had been contaminated with lead up to 120,000 ppm and arsenic up to 1,100 ppm.  The applicable Massachusetts clean- up standards are 300 ppm for lead and 20 ppm for arsenic.  


2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

EPA has been conducting a fund-lead removal action to address conditions at the former Agawam Sportsman's Club.  Media attention is moderate, as is political attention due to the adjacent residential area.

2.1.2 Response Actions to Date

There has been no use of the OSC Warrant Authority.

The week of 06 JUL 2009, excavation of contaminated soils commenced.  A soil stockpile area was arranged and maintained throughout the excavation process.

From 13 JUL 09 to 30 JUL 09, excavation continued.  By 30 JUL 09, an estimated 14,875 sq. ft. had been cleared.  Tree stumps from the site were removed and stockpiled before disposal. 

From 01 AUG 09 to 17 AUG 09, excavation of contaminated soils commenced.  By 17 AUG 09, an estimated 49,375 sq. ft. had been cleared.  Cleared trees were chipped on-site.  Roll-offs were ordered to dispose of debris from Site.

The week of 24 AUG 09, backfilling operations began and continued until the week of 31 AUG 09.  Seed was spread throughout the Site with a special wetlands mixture being spread in the wetlands area of the Site.

The week of 07 SEPT 09, Backfilling operations continued and the staging of phosphoric acid-based treatment began.

From 14 SEPT 09 to 28 SEPT 09, Soil treatment operations began and continued, being overseen by the disposal sub-contractor.  Fencing around the Site was condensed into the load-out area.  Grass from seeding operation was observed.  

From approximately 29 SEPT 09 to 14 OCT 09, Loadout began and continued.

On 15 OCT 09, START and ERRS contractors demobed from Agawam Sportsman's Club.          

2.1.4 Progress Metrics

- Cleared and grubbed approximately 102,000 square feet (ft

- EPA selectively removed trees to ensure wetland protection and prevent soil erosion from precipitation events.

- Excavated 104 grids and an additional 5 isolated hot spots covering approximately 65,640 ft2.

- An estimated 3,700 cubic yards of contaminated soil was excavated.

- An estimated 3,060 cubic yards of clean backfill was placed in the excavated area.

- Over 8 days, 72 truckloads hauled 2,367.45 tons of treated soil from site to the City of Albany Solid Waste Management Facility.

- Conducted a Sitewalk with the contractor;

- Installed security fencing around the property line;

- Conducted additional sampling to further define the extent of contamination in surface soils;

- Cleared vegitation;

- Excavated contaminated soils;

- Backfilled and graded excavated areas;

- Disposed of hazardous substances at EPA-approved off-site disposal facilties;
