2.1.1 Narrative
The Emergency and Rapid Response Services (ERRS) contractor loaded 93 trucks with 2285.98 tons of asbestos-contaminated soil for disposal at the Waste Management/Turnkey Landifll in Rochester, New Hampshire.
Air monitoring stations were set up on all sides of the stockpile on days trucks were loaded. All air monitoring results were below the action level for the site.
2.1.2 Progress Metrics
25 Aug - 3 Sept 09 The ERRS contractor loaded 93 trucks with 2285.98 tons of asbestos-contaminated soil for disposal at the Waste Management/Turnkey Landfill in Rochester, New Hampshire. This included scaping soil from under the stockpile to assure all stockpiled soil was removed. The area was then sampled so that results could be compared to pre-stockpile data. No asbestos was present (before or after stockpiling soil).
Week of 21 Sep 09 - The On-Scene Coordinator (OSC) received approval from National Grid (NGrid) to use crushed gravel as backfill rather than loam. Backfill is needed to restore the original grade where the stockpile had been.
The results of tests performed on soil samples collected from the stockpile area subsequent to removing the stockpile were received. Before and after stockpile results were provided to NGrid for consideration.
05 Oct 09 - NGrid conveyed via e-mail to the OSC that no additional soil needed to be removed from the area where the stockpile had been.
16 Oct 09 - The OSC, ERRS contractor response manager, and the ERRS-subcontracted asbestos abatement contrator mobilized to the site to spread backfill. At this time it was discovered the task could not be completed, as a contractor working for the City of Salem had positioned equipment and supplies in a portion of the area to be backfillled. Two truck loads of backfill were left in place to be spread at a later time.
Week of 26 Oct 09 - The City's contractor moved their equipment and supplies, and spread backfill into place.
3 Nov 09 - A representative of the City provided a photo via e-mail documenting that the backfill task had been completed. Based on this, the OSC selected this date as the final demobe/completion date.

2.3 Logistics Section

The On-Scene Coordinator is the Logistics Section Chief, and has completed working with EPA's contractors to make the logistical arrangements necessary to move this project forward.

2.5 Other Command Staff

2.5.1 Safety Officer The On-Scene Coordinator is the Safety Officer for this site, and endeavored to assure compliance with the procedures in the site-specific health and safety plan (HASP) with assistance from the ERRS Response Manager and EPA's Superfund Technical Assistance and Response Team (START) contractor's on-site representative. All persons working at the site were responsible for safety, and expected to be familiar with and follow the provisions of the HASP.
An air monitoring program was implemented to assure site work does not result in asbestos migrating off site.
2.6 Liaison Officer A member of EPA's front office has been Liason Officer with the Mayor of Salem.
2.7 Information Officer 2.7.1 Public Information Officer
A PIO was assigned and worked with the OSC and the City of Salem to make information about the project available to the public.
