This removal action addresses steel beams and soil containing polychlorinated biphenyls (PCBs).  The site evolved from the Des Moines TCE NPL Site where several buildings containing PCB contaminated insulation were dismantled, and the steel support beams were transported to the Southern Iowa Mechanical property in Ottumwa, Iowa.  Many of the beams contained insulation and adhesive residues containing PCBs.  The scope of the removal action included the steel beams and impacted soil where the beams had been stored.

The removal action is a PRP lead action.  In December 2008, EPA issued a Unilateral Adminstrative Order to Dico, Inc., responsible party for the Des Moines TCE Site, to conduct the response action at Southern Iowa Mechanical.   

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

Beam segregation activities were conducted between June 26, 2009 and August 18, 2009.  A total of 2,281 beams were inspected and segregated during the removal action.  Beam decontamination activities were conducted between July 7, 2009 and August 17, 2009.  A total of 1,555 beams were decontaminated by scarification of affected areas.  Confirmation wipe samples were collected from beams determined by visual inspection to be clean or free of visible insulation or adhesive residues.  The confirmation wipe sampling activities were conducted between July 14, 2009 and August 11, 2009.  As a result of the confirmation wipe sampling, an additional 70 beams were decontaminated.

Soil sampling was conducted in the areas used to stockpile the beams.  Soil sampling was conducted the week of August 12, 2009.  As a result of soil sampling, no soil excavation was required.  

Wastes generated during removal activities included soil, insulation and foil backing, decontamination solids, and PPE.  Insulation and decontamination solids were managed as a hazardous waste and were transported to the Clean Harbors TSCA Incinerator in Aragonite, Utah.  Other solid waste was transported to the Metro Park East Landfill in Mitchellville, Iowa.  All waste disposal was conducted in accordance with EPA's Off-Site Policy.  

The PRP's contractor conducted a final site walk-through and demobilized from the site on August 28, 2009.

The PRP has been identified as Dico, Inc. and its parent company Titan Tire Corp.  The PRPs were issued a Unilateral Administrative Order to perform the response action.  The opportunity to negotiate was waived.  The PRPs have performed the required response action and a Notice of Completion was issued by EPA on June 1, 2010.
