NRC Report #918344 (Update), Caraustar Paper Mill Flood, Austell, Cobb County, GA
On September 24th, 2009, OSC Franco conducted an assessment of the facility. All chemicals were accounted for and a small fuel oil spill was found on the property. A previously reported 150,000 gallon above-ground storage tank (AST) was on its side but was not leaking. The facility hired an environmental contractor to perform oil spill clean up and to off-load approximately 15,000 gallons of No. 2 fuel oil from the overturned AST.

On September 24th, 2009, a 500-pound propane tank had reportedly floating up onto Norfolk Southern property. OSC Franco responded to this call to ensure appropriate recovery and disposition of container. A N.F.S contractor recovered the propane tank.

On September 24th, 2009, OSC Franco continued to pursue other numerous reports of potential hazmat and oil releases and discharges in and around the Sweetwater Creek and Chatahoochee River area. A chrome plating facility was flooded by Sweetwater Creek, and the facility was a total loss. No corrosive spilled material was found on site. The owner was on site securing remaining chemicals, and was planning on moving the facility to another site in Dallas, GA.

On September 23rd, 2009, OSC Franco was dispatched to investigate a mysterious oil spill at an office park. Heavy rains caused an oil substance to come up from the ground from an unknown source. An office facility owned by Cobb EMC was flooded by the oil/water mix. Cobb EMC hired an environmental contractor to conduct response actions and investigate the source of the spill.

On September 24th, 2009, the NRC received a report of a garage spray-cleaning their property to remove recently deposited silt and oil. OSC Hughes mobilized to the site to discover slight sheening on the river. The RP applied absorbent to capture the sheen.
NRC Report #919003, Southwire Diesel Spill, Carrollton, Carroll County, GA
On September 25th, 2009, a Southwire facility in Carrollton, GA discharged an estimated 25 gallons of diesel from a generator during flood recovery operations. OSC Franco mobilized to ensure appropriate response actions. On Sunday, September 27th, 2009, the facility experienced a second discharge. OSC Stilman mobilized to conduct oversight.
Vinings area restaurant, Paces Ferry Road - All cleaning supplies and grease containers were accounted for.
Vinings area medical supply, Paces Ferry Road - No mercury filled equipment found. Cleaning medical equipment onsite. 1 large and 6 small oxygen cylinders affected with no damage.
Penzoil - South Cobb Drive, Smyrna Facility flooded. RP hired SWS contractor, clean-up going well.
Franklin Area - 2 tanks and 5 gallon bucket observed floating down the Chattahoochee River North of ?US 27 Bridge by the fire dept. Tanks lost to river.
Gas Station in Paulding - UST at gas station broke through surface and leaking. EPA conducted oversite of clean-up.
Chattohochee River assessment and recovery – OSCs Nattis and Stilman, START and ERRS responding to numerous containers in the river, used boats to recover containers from the northern to southern extent of the flooded areas.
