1.1.2 Site Description
1.1.2.1 Location
4212 Dutch Bayou Road. (Moss Point (Jackson County) Mississippi. Light Industrial area, Facility is located east of a small Municipal POTW. Unknown how many people live in the immediate area. The business is a small, metal galvanizing facility which has been in it's current location over 10 years.
1.1.2.2 Description of Threat
Release or potential release of strong acid liquids and gases. In this incident, a release of approximately 6400 gallons of 35% Hydrochloric Acid occurred resulting in the formation of a small vapor cloud which dissipated in a short amount of time. Most of the release of acid was secured as liquid within a 2' wide, lined ditch which runs n-s beside the production facility towards the north. No acid (liquids) left the site due to a site drainage control valve.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
Early on the morning of 02/10/2010 and at the request of the MS DEQ State OSC, OSC Ullock was dispatched to the scene to conduct an emergency response action a the location of the spill. A PVC valve associated with an 8000 gallon AST used to store the HCL had accidently sheared off while crews were attempting an acid transfer. The resulting spill was initially contained within appropriate secondary containment but leaked through this containment into an adjoining, lined ditch due to defective seams located within and upon the secondary containment floors and walls.
OSC Ullock's initial actions included ensuring that appropriate resource and response actions were taking place, cursory air monitoring was being conducted and meeting the RP. OSC Ullock issued a NOFI and conducted a walkthrough with the RP and clean up contractor and witnessed all on-going recovery activities that were ongoing upon arrival on-scene at approximately 0830hrs.

2.1.1 Narrative
Clean up crews were activitely recovering HCL from the lined ditch using hand tools, sorbents and acid pumps with small storage tanks and eventually, suitable vacuum trucks.
2.1.2 Response Actions to Date
Recovery of approximately 6400 gallons of HCL has been completed. Clean up crews and AZZ personnel continue with replacement and rehab of the lined ditch and other areas impacted by the spill.

RP was issued a Notice of Federal Interest by the OSC.
