1.1.2 Site Description

The site consists of a small surface water drainage ditch that runs north/south between the addresses of 20401 Gladwin Ave, 15200 and 15801 Huron St. and a Canadian National railroad track.  Approximately 800 feet of ditch line is affected.  The ditch contains open water for approximately 200 feet; then transitions to a covered, drain tile pipe for the remainder of the ditch run until converging with the Frank and Poet Drain upstream of a railroad bridge.  The ditch is 5 to 10 feet wide within the area that presentlycontains limited flowing surface water. The coordinates for the site are  42 degrees, 11 minutes, 39.82 seconds north; and 83 degrees, 13 minutes, 59.94 seconds west. 

1.1.2.2 Description of Threat

Visible oil and sheen were present in the surface water flowing through the ditch.  The ditch discharges to the Frank and Poet drain which is considered "waters of the State." 

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

Reconaissance conducted the evening of March 26, 2010 indicated the area containing the majority of visible oil and sheen bordered the K+S Industries facility (20401 Gladwin Ave) and extended downstream in the ditch to the confluence with the Frank and Poet Drain.

2.1.2 Response Actions to Date
The Environmental Response Group (ERG) was contracted by K+S Industries to implement defensive measures and prevent the further downstream flow of oil.  ERG deployed boom within the ditch and downstream of the discharge pipe leading to the Frank and Poet drain on March 26, 2010.  ERG deployed straw bundles in the ditch as an added precaution on March 27, 2010.

2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
U.S. EPA provided K+S Industries with a Notice of Federal Interest on March 26, 2010.  As a result, K+S Industries contracted ERG to implement defensive measures in the ditch.  On March 29, 2010 Canadan National Railroad was found to be the owner of the property (drainage ditch/right-of-way) and agreed to takeover the cleanup.  Between March 30 and June 30, CNR excavated the length of the ditch removing all visibable oil.
