Intoduction
On 30 April 2010, USCG notified EPA Prevention and Response Branch and requested assistance with evaluating an overturned barge in a canal near Franklin, Louisiana. The initial concern was whether or not the 20,000 gallon capacity barge could potentially discharge oil or diesel into the navigable waterway. EPA activated START contractors (EPA representatives) to respond to the incident and observe current conditions and response activities.
EPA Federal On-Scene Coordinators are coordinating with USCG and PRP representatives. The NRC Report number is 938624.

Current Activities
On July 8, 2010, USCG was present at the site location to provide federal over-site for the initiation of Phase 1, the dismantling of the attached derrick from Hercules 61. The barge and the laterally submerged rig derrick has affected the normal clearance of the canal. Only watercraft meeting the current clearance limit is permitted by USCG to pass through the canal at the incident location. Phase I is projected to last 3 days.
On July 7, 2010, the PRP reported that the day tank potentially contained an unknown quantity of diesel fuel upon the arrival of the barge to the marine salvage facility. Initially, USCG reported a thin, gray sheen was visible at the incident location and currently estimates that 20 to 30 gallons of a fuel product may have potentially been discharged from the vessel upon overturning. According to USCG, sheen is no longer visible at the site location and no threat to the environment or community currently exists or is expected as a result of salvage operations. The PRP continues to maintain containment and sorbent boom around the barge and will continue to maintain boom throughout salvage operations.

Salvage operations will continue. According to PRP personnel and USCG and USACE officials, no current timeline has been established for the completion of salvage operations.

Next Steps
As of July 9, 2010, EPA recognizes USCG as the jurisdictional regulatory agency and expects to have no further involvement with site activities.
