Background:
On May 2, 2010, severe storms crossed the Commonwealth of Kentucky in a wide northeasterly swath from Logan to Greenup Counties. The storm dropped as much as 10 inches of rain in certain areas, and Governor Steve Beshear has submitted a request for a Presidential Disaster Declaration.
Initial reports provided by Kentucky Department of Environmental Protection (KDEP) responders indicate that there are numerous floating tanks and other containers observed in flood-stricken areas, and there is documented evidence of oil spills in the vicinity of oil and gas production facilities.
EPA Region 4 has an On-Scene Coordinator and a START contractor at the KDEP Information Center in Kentucky gathering information on environmental impacts, and is awaiting a Mission Assignment from FEMA to assist the Commonwealth with mitigation and cleanup of oil and hazardous substance releases

2.1.1 Narrative
KDEP responders from Regional Offices throughout the state continue to track reports of oil and hazardous substances releases. Currently, EPA is tracking 11 incident reports associated with the floods, some of which have been closed out, none of which is a high priority for action.
2.1.1.1 Current Situation
On 5/11, Presidential Disaster Declaration KY 1912-DR was signed which enables applicants to qualify for federal assistance in seven counties (Allen, Hart, Logan, Lewis, Metcalfe, Monroe, and Rockcastle). Also on 05/11, FEMA issued Mission Assignment MA No. 1912DR-KY-EPA-01 for an additional $20,000 in federal operations support under ESF-10.
2.1.2 Response Actions to Date
During this operational period, KDEP received information from Brian Schrader on an observation of three electrical transformers lying in a creek bed in Marion, KY, that had been washed out by the earlier flooding. At the time of the initial inspection, no determination had been made if they contained oil. Subsequently, on 5/11/2010, the tanks were invenstigated throughly and removed from the creek bed. They contained only residual amounts of oil.
A map has been posted to the documents section of the website www.epaosc.org/2010kymayfloods identifying spill cases that have been reported to the DEP thus far following the flooding.

Any EPA-lead ESF-10 related response activities are on hold pending receipt of a Mission Assignment. Until such time, EPA's activities are limited to technical assistance including representation at the KDEP Information Center, and planning for assessment of actual or potential releases of oil and/or hazardous substances.
