Background:

On May 2, 2010, severe storms crossed the Commonwealth of Kentucky in a wide northeasterly swath from Logan to Greenup Counties. The storm dropped as much as 10 inches of rain in certain areas, and Governor Steve Beshear has submitted a request for a Presidential Disaster Declaration.

Initial reports provided by Kentucky Department of Environmental Protection (KDEP) responders indicate that there are numerous floating tanks and other containers observed in flood-stricken areas, and there is documented evidence of oil spills in the vicinity of oil and gas production facilities.

EPA Region 4 has 2 On-Scene Coordinators in Kentucky gathering information on environmental impacts, and is awaiting a Mission Assignment from FEMA to assist the Commonwealth with mitigation and cleanup of oil and hazardous substance releases

    2.1.1 Narrative

KDEP responders from Regional Offices throughout the state continue to investigate reports of oil and hazardous substances releases.  Oil spills from crude oil production facilities in South Central Kentucky have been documented from aerial overflights.  These sources and many other spills identified through reconnaissance facilities are currently inaccessible, and most response operations will be delayed until floodwaters recede.

KDEP responders have taken action at several incidents to mitigate threats associated with leaking propane tanks and a residence where a heating oil tank had leaked into a basement.

EPA has assisted with procurement of an aerial overflight scheduled for 05/05/10.  Additional reporting on discoveries identified during this mission will be documented in a subsequent sitrep.

Any EPA-lead ESF-10 related response activities are on hold pending receipt of a Mission Assignment for Direct Federal Assistance.  Until such time, EPA's activities are limited to technical assistance including assessment of actual or potential releases of oil and/or hazardous substances.
