Background:

On May 2, 2010, severe storms crossed the Commonwealth of Kentucky in a wide northeasterly swath from Logan to Greenup Counties. The storm dropped as much as 10 inches of rain in certain areas, and Governor Steve Beshear has submitted a request for a Presidential Disaster Declaration.

Initial reports provided by Kentucky Department of Environmental Protection (KDEP) responders indicate that there are numerous floating tanks and other containers observed in flood-stricken areas, and there is documented evidence of oil spills in the vicinity of oil and gas production facilities.

EPA Region 4 has an On-Scene Coordinator and a START contractor at the KDEP Information Center in Kentucky gathering information on environmental impacts, and is awaiting a Mission Assignment from FEMA to assist the Commonwealth with mitigation and cleanup of oil and hazardous substance releases

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

KDEP responders from Regional Offices throughout the state continue to track reports of oil and hazardous substances releases.  Many of these incidents and other spills identified through reconnaissance activities are currently inaccessible, and most response operations will be delayed until floodwaters recede.  At the present time, there are no high priority items requiring immediate attention.

2.1.2 Response Actions to Date

EPA (OSC Dixon) and Todd Johnston with Kentucky Division of Waste Management flew over the Barren River in Bowling Green on May 5, 2010.  The purpose of the flight was to survey the oil production facilities along the Barron River. Only one facility appeared to have an oil spill that may be associated with the recent flooding. According to Todd, the State of Kentucky will treat the location as a routine inspection and will work with the current owner to address the cleanup of the minor spillage.

EPA OSC (Dixon) and START contractor (DeLaReintrie - OTIE) inspected the Barren River area approximately 8 miles both east and west of Kentucky State Hwy 31 on May 6, 2010. No oil production facilities, chemical facilities nor any waste water treatment facilities have been impacted by the recent flooding in the Bowling Green area. EPA and the START contractor (OTIE) will be deployed to Nashville, Tenn. May 6 to assist the ongoing work.
