1.1.1 Incident Category

Emergency Response; Removal Action, RP Lead, RP Oversight.

1.1.2 Site Description

RP reported an oil spill of approximately 967 gallons of transformer mineral oil from 2 pad mounted transformers due to vandalism.  NRC 941489 was submitted indicating the incident details and status. 

1.1.2.1 Location

Site is located at 1925 Valley View Lane, Farmers Branch, Texas 75234. 

1.1.2.2 Description of Threat

Transformer oil could impact a drainage pathway approximately 413' to the north northeast, which drains approximately 6,595' to the Trinity River.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

Minimal surface staining around transformers indicates minimal potential for impact to the drainage ditch and Trinity River.  RP was actively responding to spill by removing transformers and surrounding soil contamination.


2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

Vandalism incident and spill were found and reported the evening of 05/24/2010 to the NRC.  RP mobilized contractors to respond and remove both transformers and surrounding contaminated soils on the morning of 05/25/2010.  No staining was observed of the surrounding soils beyond 20' from the transformers.

Incident was found and reported on 05/24/2010.  RP responders were actively removing transformers and surrounding contaminated soils on 05/25/2010. 

2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)

NRC 941489 indicates the RP is Oncor Electric Delivery Company, Dallas, Texas 75201.


  2.2 Planning Section
    Following removal of transformers and transformer debris, surrounding contaminated soils will be excavated.  Samples will be taken by RP to confirm no PCB's or oil contamination remaining.  Upon completion, RP will restore site.
