1.1.1 Incident Category
Emergency response to provide assistance to local and state responders to assess contamination encountered due to tornado damage throughout the townships of Moline, Lake, and Millbury, Wood County, Ohio. Local and state responders documented oil was being discharged to Ayers Creek and possibly other navigable waters of the state.
1.1.2 Site Description
Project area is the storm water sewer system that runs parallel to Moline Martin Road in Lake Twp. Ohio and empties into Ayers Creek a tributary to Crane Creek and the Ottawa National Wildlife Refuge.
1.1.2.1 Location
The response area is located along Moline Martin Road and the storm sewer outfall east of Lemoyne Road that empties into Ayers Creek. Product was initially discovered following the initial assessment of damage after the tornado by the local ICS Command Structure and in conjunction with an Ohio EPA OSC.
1.1.2.2 Description of Threat
A discharge of diesel fuel and other petroleum based oils to navigable waters of the state were documented.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
Initial containment of oil was performed by the Sunoco Emergency Response Team (Sunoco). Sunoco is not a PRP and has no facilities in the area. Sunoco voluntarily responded to the disaster area to offer support. Oil recovery operations were initiated by a contractor hired by the Incident Commander under the locally established ICS Command Structure. Placement of absorbent boom within multiple storm sewer manhole locations along Moline Martin Road, in conjunction with hard boom, absorbent boom, and vacuum truck skimming activities at the first emerging storm sewer outfall east of Lemoyne Road. Additionally, absorbent boom and hard booms were placed immediately north and south of the Conrail tracks within Ayers Creek and a fourth hard boom and absorbent boom location north of the bridge at Ayers Road and Township Road 67.

2. Current Activities

2.1 Operations Section

2.1.1 Narrative
Ohio EPA and the IC have asked for USEPA assistance in responding to the discharge of oil. USEPA assumed containment and clean-up efforts. USEPA provided assistance until conditions were stabilized and threat of releases or discharges to navigable waters and surrounding areas was eliminated.
2.1.2 Response Actions to Date
USEPA, Ohio EPA, START and ERRS mobilized on 6-06-10 to assess and mitigate the situation and develop a plan to address the discharge to the local storm sewer and tributaries of Crane Creek Watershed. See POLREP #1.
Throughout the operational period of 6-08-10 and 6-09-10 USEPA continued to monitor and evaluate boom locations within Ayers Creek, conduct reconnaissance surveys to identify any impacted areas downstream.
Prior to an anticipated rain event the evening of 6-08-10 hard boom and absorbent boom were re-positioned accordingly to adjust for creek swelling. On the morning of 6-09-10 the storm sewer system along Moline Martin Road was visually inspected for residual discharges of oil and ERRS personnel were able to mitigate discharged oil at the storm sewer outfall east of Lemoyne Road and the second boom location immediately south of the Conrail railroad tracks. Surveys conducted downstream at the other two boom locations did not identify any further migration of oil. ERRS, START and OSC demobed from the site.
On 6/18/2010 and again on 6/25/2010, ERRS crews returned to the site to change out absorbent boom.
On 7/9/2010, approximately 3,100 gallons of oil/water mixture was shipped off site to Disc Environmental Services, Inc., in Northwood, Ohio. ERRS subcontract crew, C&W Tank, decontaminated the Baker tank for demobilization. A waste disposal sample was collected for the solid waste, i.e. oiled absorbent boom and pads for disposal analysis.
On 8/30/2010, the 20 cubic yard roll off box was transported off site by Waste Management to the Evergreen Landfill, Bowling Green, Ohio.
