1.1.2 Site Description - Derailment
1.1.2.1 Location - Liberty, SC
1.1.2.2 Description of Threat - Derailed cars have toxic and flammable hazardous materials.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results - Containers of several different materials have been breeched and the materials have leaked to the grounds surface. The most toxic, vinyl acetate and toluene diisocyanate appear to be damaged but not leaking.

2.1 Operations Section
|

2.1.1 Narrative - Many responders have mobilized to the scene including RJ Corman, Hepaco, and CTEH. Several government entities are also present including Liberty City Police and Fire, Pickens County HAZMAT, SC DHEC and EMD, EPA and NWS.
2.1.2 Response Actions to Date
June 20 and June 21:
- Nonhazardous commodities continue to be addressed. Commodities being addressed are paper and plastic pellets.
- About 500 tons of contaminated soils were excavated. The total amount of contaminated soils excavated is about 2,000 tons.
June 22:
- About 400 tons of contaminated soils were sent to a local landfill for disposal. The estimated total amount of excavated soils is 2,400 tons.
- About half of the plastic pellets have been removed from the derailed car.
- Recovery of paper from derailed car has been completed.
- One load of miscellaneous debris was removed from the site.
- Derailed cars are being decontaminated, cut, and removed from the site.
- Surface water sampling of the creek will coincide with rain events.
June 23:
- About 450 tons of contaminated soil were excavated and sent to a landfill. The estimated total is about 2,846 tons.
- Derailed cars continue to be deconned, cut, and removed from the site.
- Plastic pellets from derailed car continues to be recovered.
- Soil sample results in area near frac tank containing Isopropyl Alcohol were below detection levels.

2.2.1 Anticipated Activities
- The toluene diisocyanate and vinyl acetate derailed cars is tentatively scheduled to be removed from the site on June 28. Once removed, potential residual contamination in soil around these derailed cars will be addressed.

- Operational updates will be communicated according to the format outlined in ICS 230 of the Incident Action Plan
2.2.1.2 Next Steps
- Unified Command, including EPA, will convene at 1400 hours of 07/08/2010 for operational debriefing.
2.2.2 Issues - NS will advise EPA 24 hour in advance of removing the residue cars.
