1.1.2 Site Description - Derailment
1.1.2.1 Location - Liberty, SC
1.1.2.2 Description of Threat - Derailed cars have toxic and flammable hazardous materials.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results - Containers of several different materials have been breeched and the materials have leaked to the grounds surface. The most toxic, vinyl acetate and toluene diisocyanate appear to be damaged but not leaking.

2.1 Operations Section

2.1.1 Narrative - Many responders have mobilized to the scene including RJ Corman, Hepaco, and CTEH. Several government entities are also present including Liberty City Police and Fire, Pickens County HAZMAT, SC DHEC and EMD, EPA and NWS.
2.1.2 Response Actions to Date
June 17:
- Transfer of two of three ethylene glycol derailed cars was complete. The derailed propylene glycol car remained to be transferred.
- Air monitoring continued in residential area.
- About 600 tons of soil was sent for disposal. Excavation was contaminated soil continues.
- A potential explosive device was found nearby the site and properly addressed.
June 18:
- A total of 1,124 tons of contaminated soil was sent for disposal.
- Transfer of the third ethylene glycol derailed car was complete.
- Transfer of the propylene glycol derailed car was complete.
- Transfer of the isopropanol from the frac tank (which was used for staging) was complete.
- Clean and purge process of derailed cars containing HAZMAT was initiated.
- Surface soil samples were collected in frac tank staging area to ensure soils were not contaminated.
- Air monitoring ceased in residential area once transfer of all HAZMAT from derailed cars was completed.
- Ethylene glycol derailed cars were cleaned and purged.
June 19:
- EPA demobed from the site with understanding that removal/recovery efforts will continue according to the Incident Action Plan for operational period of 06/19/2010, 0700 hrs. to 06/25/2010, 1900 hrs. with cooperation of Norfolk Southern, Pickens County EMO, and SCDHEC.
- About 370 tons of contaminated soil was removed from site. Total sent for disposal was 1,490 tons. Frac tanks used for staging contaminants were removed from the site.
