Oil Pollution Act emergency response under EPA OSC $50K authority
1.1.2 Site Description
On Wednesday,
August 11th, TDEC’s Oil and Gas inspector Jeff Patton notified the OSC of a
continuous release of crude oil from an abandoned well to Puncheon Creek near Allred, Tennessee. Upon inspection, the OSC noted that over
100 yards of a tributary to Puncheon Creek had been stained by oil
and that the abandoned well was located in the flood plain of the
creek. The OSC obtained access to the well from the current property
owner and is researching previous operators of the well to identify a
responsible party.
1.1.2.1 Location
The affected tributary to Puncheon Creek is located approximately five miles east of Livingston, Tenn in Overton County along State Route 85 near the small community of Allred, Tenn.
1.1.2.2 Description of Threat
Crude oil and oily brine water from an abandoned oil well has impacted a limestone formation along Puncheon Creek and crude is leaking into Puncheon Creek.

ERRs (WRS Inc.) arrived on site on Thursday, August 12th and began clean up measures including the placement of absorbent boom along a 100 yard stretch of the tributary to Puncheon Creek. The abandoned well is located in the flood plain of the tributary and is impacting a limestone cave formation to the south of the tributary.

EPA and TDEC Oil and Gas continue to research prior oil well operators in the area.
