Oil Pollution Act emergency response under EPA OSC $50K authority
1.1.2 Site Description
On Wednesday,
August 11th, TDEC’s Oil and Gas’ Jeff Patton notified the OSC of a
continuous release of crude oil from an abandoned well to Puncheon Camp
Creek near Allred, Tennessee. Upon inspection, the OSC noted that over
100 yards of a tributary to Puncheon Camp Creek had been stained by oil
and that the abandoned well was located in the flood plain of the
creek.
1.1.2.1 Location
The affected tributary to Puncheon Creek is located approximately five miles east of Livingston, Tenn in Overton County along State Route 85 near the small community of Allred, Tenn.
1.1.2.2 Description of Threat
Crude oil and oily brine from an abandoned oil well has impacted a limestone formation along Puncheon Creek and crude is leaking into Puncheon Creek.

Six to seven inches of rain on Tuesday and Wednesday, August 17th and 18th led to flash flooding throughout the Overton County area resulting in creek levels rising four to five feet above normal August pool levels. Water levels along the flood plain of Puncheon Creek including the abandoned oil well were at least three feet above the flood plain and all clean up measures and crude oil containing measures were washed away during this flash flood event.
The OSC inspected the area on Thursday, August 19th and found evidence that the normally narrow width of Puncheon Creek (20 feet) had exceeded 150 feet near the State Route 85 overpass from flood waters.
The OSC instructed ERRs contractors to replace boom as soon as was possible once creek levels receeded. Errs mobed back to the area on Sunday, August 22nd and replaced boom at six locations along a 100 yard stretch of Puncheon Creek.
