1.1.1 Incident Category

1.1.2 Site Description
US EPA Region 4 Emergency Response and Removal Branch received a request from NC DENR (RCRA) to assist in the characterization and removal of more than 100 drums and containers that were abandoned in a storage unit complex (The Mini Storage Center). The drums and containers were discovered in four different storage units (M24, 028, 029, and R14). These units were previously rented by Dove Environmental. The drums and containers were discovered by The Mini Storage Center staff after Dove Environmental failed to pay rent and the units were opened. EPA attempted to make contact with Dove Environmental with no success.  The Mini Storage Center attorney did give EPA access to conduct the response activities.

1.1.2.2 Description of Threat
More than 100 Drums and Containers that were abandoned in a storage unit complex that contain hazardous substances/waste next to other storage units used by renters of the general public for residential type storage needs.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
US EPA Region 4 Emergency Response and Removal Branch conducted a Emergency Response on 11/2/2010.  EPA conducted Air Monitoring for Health and Safety purposes while opening and entering each storage unit containing the drums, totes, and solvent containing parts-washing machines. The drums were assessed visually, samples were collected for haz-catting and laboratory analytical. On 11/2/2010, EPA began the assessment in units 028 and 029.  Not every drum was sampled, like materials were sampled. 

There were some Hazardous Waste Labels with the generator identified as Max Daetwyler Corp.  EPA contacted Max Daetwyler Corp. and spoke with Shawn Kelly who confirmed that they did have a contract with Dove Environmental to dispose of both non-haz and hazardous waste from their Huntersville, NC facility.  Mr. Kelly arrived at the scene and confirmed that the containers were indeed from Max Daetwyler Corp. and approved Safety Kleen to conduct the transport and disposal of these drums.  EPA observed metal shavings in these drums, when the drums were opened, oxidation caused the O2 levels to decrease and the CO levels to increase (approx. 1,000ppm peak).  Sampling of the drums was conducted in Level B.

EPA observed some distinct pink drums  that had labels from the manufacturer (Triad Industrial Sales) that had Purchase Order Numbers.  EPA contacted the Triad Industrial Sales (Howard Chipman, 336-993-1601) who stated that these drums were sold to Xceldyne Corp. located in Thomasville, NC.  EPA made contact with Xceldyne Corp. and spoke with Tom Johnson who sent a Xceldyne representative (Joe Rogers) to the site that identified Xceldyne's waste and confirmed that they too had a contract with Dove Environmental for disposing of their waste.  Xceldyne contracted with Safety Kleen for transport and disposal of the waste that they identified as theirs that was generated at their Thomasville, NC facility.

EPA observed several drums of Solvent 142-66, one had a Non-Regulated Waste Label and identified the generator as Ft Jackson, Columbia SC, Bldg 2200. Another Non-Regulated Waste Label also identified Fort Jackson as the generator, the building # could not be made out.  Ft. Jackson sent a representative to the site (Barbara Williams) who confirmed that Ft. jackson did have a contract with Dove Environmental and did dispose of spent Solvent 142-66 with Dove Environmental.  Ft. Jackson made arrangements for Safety Kleen to transport and dispose of the waste identified as coming from their Columbus, SC installation.

EPA observed two drums identifying Harrington Machine Shop, Taylorsville NC, Non-Regulated Waste Label. EPA made contact with Todd Harrington, Mr. Harrington also confirmed that they had a contract with Dove Environmental to dispose of waste generated by his Taylorsville, NC facility.  Mr. Harrington stated that they did not feel that they were responsible and wanted to attempt making contact with Dove Environmental.

EPA observed one drum with a Unregulated Waste Label listing the generator as Locklin's Garage in Denver, NC. EPA contacted James Locklin who stated that a individual from Crytal Clean approached them one time and explained to them that they were starting their own environmental business, he acknowledged that this could have been Dove Environmental. Mr. Locklin agreed to have Safety Kleen transport and properly dispose of this drum.

EPA observed one drum with Jeff's Machine Shop identified on the generator. The drum appeared to have oily waste, EPA contacted Jeff's Machine Shop, left a message.

EPA arrived on scene on 11/2/2010 with START contractors  to assess/haz-cat/sample the abandoned drums.
Safety Kleen was hired by the Mini Storage Center, Ft. Jackson, Max Daetwyler Corp. and Xceldyne to transport and dispose of the abandoned waste.
