1.1.2 Site Description
At approximately 0800, EPA Region 6, learned that Interstate 45 was shut down in Hutchins, TX due to a reported release of hazardous materials. OSC Ruhl and OSC Smalley were dispatched to the scene.   Responding to the incident was Hutchins Fire and Police Departments and the Dallas County Fire Department.   Authorities reported that a 550-gallon tote had fallen out of the back of a truck traveling North on I-45

2. Current Activities

    2.1.1 Narrative

Upon arrival at the scene, EPA identified that the City of Hutchins and Dallas County authorities had the interstate closed down and was diverting traffic to the access road.  The tote did not appear to be leaking, but had sustained damage when it fell off the truck and subsequently hit by a car.  Due to the content being unknown, the Dallas County HazMat team approached the tote in Level C PPE.  The tote was lying in such a position that the content placard was not visible.  They were able to determine the owner of the tote.  The PRP was identified as Al-Kel Alliance, Inc., 2012 Goode Road, Hutchins, TX 75141.  The PRP identified the tote to be an empty non-hazardous oil field chemical tote claim was stolen from their facility.  The PRP sent a truck to remove the tote and the Interstate was reopened at approximately 0915.
