1.1.2 Site Description
OSC Ken Rhame was requested by Mecklenburg County to assess the condition of the drums and containers at the property. OSC Rhame observed the poor condition of the drums and containers (leaking and bulging) within and surrounding the structure on-site. Based on the conditions of the drums and containers OSC Ken Rhame initiated an Emergency Response action on November 23, 2010 to stabilize the drums and containers.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
Upon arrival EPA observed the structure to be unsecure, the lock had been broken off, there was a strong solvent odor inside the building. There was approximately 9 drums inside the building and 6 drums outside, behind another structure on the property covered with vegetative growth. Several drums were labled flammable, air monitoring with MultiRae indicated one drum having VOC concentrations greater than 149 ppm, the MultiRae was shut down to prevent it from being overwhelmed. The structure containing the waste material was in a mixed commercial/residential neighborhood and was approximately 30 feet from residential homes on both sides. This structure had already been involved with a fire that occurred in 2005.

OSC Rhame observed the poor condition of the drums and containers (leaking and bulging) within and surrounding the structure on-site. Based on the conditions of the drums and containers OSC Ken Rhame initiated an Emergency Response action on November 23, 2010 to stabilize the drums and containers.
2.1.2 Response Actions to Date
START and ERRS contractors have mobilized to the Site on 11/23/2010
On 10/24 ERRS contractors began overpacking the drums that were in poor condition. The smaller containers were placed in a cubic yard boxes. All material will be transported to Shamrock Environmental for waste characterization and proper disposal.

Owners were contacted, they were given notice. The owners did not have the financial resources to stabilize the site. The owners did confirm that all of the waste in the building and outside of the building was related to their cabinet building business (Paints, Varnishes, Thinners, Laquers, etc.).
The owners then signed the access agreement.
