1.1.2 Site Description
The location is a large manufacturing site. US Enrichment is a supplier of enriched uranium fuel for commercial nuclear power plants. The facility sits on a West Kentucky State Wildlife Management Area with several surface water ponds and a runoff outfall that flows into the Big Bayou Creek.

1.1.2.2 Description of Threat
The spill consists of 13,000 gallons of diesel fuel that has breached containment and discharged to a stormwater ditch with flowing water that eventually flows into the Big Bayou Creek.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
EPA Telephone Duty Officer contacted the PRP who reported that the spill was likely only several hundred gallons and near 1000 gallons. KYDEP dispatched a responder to observe cleanup operations and KYDEP later reported to EPA that the spill volume was approximately 13,000 gallons but that the response effort appeared to be adequately conducted. Due to the significance of the spill and the discrepency between the initial volume reported by the PRP and actual volume spilled, EPA Telephone Duty dispatched TN Outpost OSC Spurlin to the event.
KYDEP also reported that the spill occured during a refill operation of a 500,000-gallon tank that had been previously decomissioned. The tank was being put into service again and a sight glass that was installed to observe filling operations unknowingly failed. Also, the drainage valve from the secondary containment area also failed and allowed a significant portion of the fuel to flow outside of containment and into the stormwater ditch.

US Enrichment has responded to the release with their own crews and have also hired cleanup contractor SWS to repond with additional crews and resources. Current activities are addressing the oil on the surface water and maintaning barriers to contain the release to the site property.
2.1.2 Response Actions to Date
US Enrichment crews have constructed several underflow dams along the drainage pathway and a barrier of boom outside the outfall on Big Bayou Creek. A vacuum truck is been used to collect oil from the surface water.
