1.1.1 Incident Category

1.1.2 Site Description
At approximately 1100hrs in Newton County, GA, a tractor-trailer belonging to Robbie D. Wood Inc. and hauling various containers of hazardous wastes was involved in an accident on I-20 Westbound.  Hazards in the trailer included flammables, water-reactive solids, corrosives, poisons, and other miscellaneous wastes.

1.1.2.1 Location

The incident occurred near the entrance ramp at milepost 98 on Interstate 20 Westbound in Newton County, Georgia.

1.1.2.2 Description of Threat
Response crews observed an unidentified pink liquid to be leaking from the trailer and mixing with spilled diesel from the saddle tanks, which then flowed into the ditch along the roadside.  County Hazmat crews entered the trailer and observed a pile of drums (steel, poly, and fiber), 1-yard labpacks, and at least one compressed gas cylinder.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
EPA OSCs Huyser and Ball arrived at approximately 1415hrs as crews from contractor Clean Harbors, who had managed the shipment of wastes from various generators, were preparing to enter the trailer.  EPA conducted air monitoring of the surrounding area and determined that no adverse breathing air conditions existed outside of the trailer, then concurred with Clean Harbors' decision that Level C PPE would be necessary to enter the trailer where elevated VOCs had been measured.


2. Current Activities

    2.1.1 Narrative
Clean Harbors responded to the incident both for emergency response cleanup and as managers of the hazardous waste for the generators.  Interstate 20 Westbound was shut down for several miles while traffic was re-routed during the initial response and rescue.  Debris was then moved aside and one lane was allowed to open while Clean Harbors initiated the transfer of materials from the damaged truck to a new truck.  Newton County Fire Department remained on-scene with a charged line of foam suppressant fixated on the damaged truck to respond in the event of a fire or unmitigated release.

2.1.2 Response Actions to Date
Spilled materials on the pavement were covered with an absorbent compound; the leaking pink liquid was found to be inert paint.  EPA remained on-scene to oversee response actions of transferring the containers to a new trailer and overpacking containers that were leaking.  Clean Harbors will return on the morning of 12/29/2010 to remove all of the absorbent compound and excavate the roadside drainage ditch where diesel and paint had spilled.

EPA issued a notice of federal interest letter to Clean Harbors.  However, the notice of receipt was not signed because Clean Harbors believes that potential liability for any EPA action might lie with the transporter at the time of the accident, Robbie D. Wood Inc., since the last signature on the manifests were from the Robbie D. Wood transporter.  No individual from Robbie D. Wood Inc. was available on-scene.
