1.1.2 Site Description

The site is a private residence located in a rural setting. A hill sloping downward and east of the site leads to what appears to be a small swale or creek. The suspect well is located inside a storage shed, which contains items such as tools, motor oil, gasoline powered lawn equipment and various other household items.

2030 County Line Road, Hogansville, GA 30230. The geographic coordinates for the private
well at the site are 33.1857556344º North and 84.8623003163º West.

1.1.2.2 Description of Threat

The homeowner's son sampled the well water and determined that there was an elevated concentration of arsenic in the well water used for drinking water. The concentration exceeds EPA's Removal Action Level for arsenic in drinking water.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

During the morning of January 6, 2011, OSC Ball and START mobilized to the site. Upon arrival at the site, OSC Ball, START, home owner Cecil Hay, and son, Derrek Hay conducted a site walkthrough to determine the location of the private well. A signed hard copy of an access agreement was obtained prior to sampling activities. EPA and START determined the sample collection point would be the external spigot located near the carport. While START conducted sampling activities at the site, OSC Ball gained access from the adjoining property owner at 1992 County Line Road to sample their private well due to its proximity to the suspected contaminated well. This second location was also sampled from an exterior spigot. 

Five drinking water samples were collected from the two wells, including Quality Assurance/Quality Control (QA/QC) samples. A first draw potable water sample was collected at each sampling location after water sat undisturbed for at least six hours over the course of the night. It should be noted the water at 1992 County Line Road may have been disturbed before collecting the first draw sample. Following collection of the first draw samples,  additional samples were collected after purging the water at each sampling location for at least 15 minutes. Temperature, pH, conductivity, and turbidity readings were taken initially and at approximately three minute intervals. Samples were sent to ASI lab in Norcross, Georgia to be analyzed for lead, arsenic, and manganese.

2.1.2 Response Actions to Date

Lab results were received on January 10, 2011. There were no detections of arsenic in any of the drinking water samples collected on January 6, 2011. Lead was detected in three samples (HPW-PW-01A, HPW-PW-01, and in duplicate sample HPW-PW-05) collected at 2030 County Line Road. The lead detections ranged from 0.0089 mg/L in the duplicate sample (HPW-PW-05) to 0.0111 mg/L in the first draw sample (HPW-PW- 01A). None of the lead detections exceeded the MCL of 0.015 mg/L. Manganese was detected in one first draw sample (HPW-PW-01A) at 0.0733 mg/L which is below the EPA Regional Screening Level (RSL) of 0.88 mg/L.

Using EPA approved sampling methods the detection of arsenic was unable to be replicated. Due to the lack of detections of arsenic and the concentrations of lead and manganese below their respective health based values, no further anticipated activities are planned.
