1.1.2 Site Description
Paw Paw Plating started primarily as a custom electroplating operation in the 1950’s and stopped operations in December 2009. The site is about 1.8 acres, is not fenced and contains an abandoned building with chemicals and other hazardous materials. The site is located at 139 Commercial Ave., Paw Paw, Michigan. Cadmium, chromium, silver, gold, nickel, copper and cyanide were used in the electroplating process. The company also performed metal processing such as machining, polishing and painting which included the use of Trichlorethylene (TCE).
There are a variety of abandoned hazardous materials in the building including plating baths containing heavy metals, drums of plating feed stocks, drums of hazardous waste, and a number of different size containers with a wide variety of chemical compounds. Plating solutions include but are not limited to cyanide and chromium. The presence of containers, drums and vats without secondary containment could result in contaminating soil and ground water, and pose a threat to nearby residents and businesses if a fire was to occur.
Past investigation activities by the Michigan Department of Natural Resources and Environment indicated that contaminants were released into the storm sewer that discharges directly in to the Paw Paw River and also were discovered in a municipal water well that served the village of Paw Paw . Halogenated volatile organic compound (HVOCs) contamination, including TCE was identified in ground water.

2.1 Operations Section

2.1.1 Narrative
Since the intial time critical removal, the Michgian Department of Environmental Quality (MDEQ) demolished the two structures that had been on site. Contamination was identified beneath the plating room floor during the intial removal, although it was not accessible. MDEQ's demolition of the building allowed for the contamination to be accessed by U.S. EPA for disposal.
MDEQ and EPA collaborated during the planning phase for the demolition of the plating facility. It was decided that the walls and, floor, and footes in the plating room be left for EPA to manage as contaminated waste. The remaining demolition debris was managed by MDEQ and their contractors.
2.1.2 Response Actions to Date

ERRS mobilized to the site on Monday, October 8, 2012.
10/09/12 - Set up and construction of berms for the soil staging area and concrete staging area
10/10/12 - Continued set up and construction of berms for the soil staging area and concrete staging area
10/11/12 - The staging areas were lined with reinforced Polysheeting.
10/12/12 - Shutdown early due to pending rain. Opted not to start excavation until Monday.
10/15/12 - Started excavation of area of the former plating room and water treament line.
10/16/12 - Continued excavation and removal of concrete. START conducted XRF field screening
operations and collected soil samples (sidewall and excavation bottom) for laboratory
analysis (VOC's, SVOC's. TAL Metals, Total Cyanide, Reactive Sulfides, and Hexavalent
Chromium).
10/17/12 - Completed excavation of footprint of the plating room. START continued XRF field screening
operations and completed soil sampling within the excavation.
10/18/12 - Substantial rain overnight hindered operations today. Crew pumped water off of the staged
stockpiles.
10/19/12 - Inclement weather projected throughout the day, thus not condusive to backfill operations.
Decision was made to cancel field operations until Monday.
10/22/12 - Continued backfilling excavation and began process of breaking large concrete footers and
foundation pieces into manageable sizes for transport and disposal (T & D).
START collected GPS coordinates from demarcated soil sample locations.
10/23/12 - Shutdown early due to previous nights heavy rain event and pending inclement weather.
10/24/12 - Continued backfill and concrete crushing activities. T & D of two 20yd3 roll-offs of concrete.
10/25/12 - Continued backfill and concrete crushing activities. T & D of non hazardous soil and hazardous
concrete. Silt fence installation around storm sewer.
10/26/12 - Completed backfill of excavation and began final grading procedures. Continued T & D of
non hazardous soil and hazardous concrete.
10/29/12 - Began first stages of infra-structure demobilization activities, continued final grading
procedures. Completed T & D of non-hazardous soil and continued T & D of hazardous
concrete. Removed eathern berms associated with soil staging pad.
10/30/12 - Completed T & D of hazardous concrete, completed final grading procedures around the site
Continued final demobilization activities.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
Paw Paw Plating went out of the business when the owner died in December 2009. The estate for the deceased owner does not have the funds to conduct the clean up.
