1.1.2 Site Description:   Lewis Run Borough is a small community just South of Bradford, PA. The shallow ground water under the town has been contaminated with volatile organic compounds (VOC’s) primarily TCE and PCE up to 23,000 and 75,000 ug/l, respectively.  The PADEP HSCA program ordered the shut down of the town's drinking water well and paid for a water line extension from the Bradford, PA Water Authority. During October 2010, an NRC Report was filed by a Lewis Run Borough consultant who indicated that the groundwater contamination may present potential risk to human health and the environment.  PADEP requested EPA assistance in defining the potential for vapor intrusion resulting from the groundwater contamination.  A sampling strategy to define the current condition of subsurface contamination and presence of contaminants in soil gas and indoor vapor is being coordinated in conjunction with PADEP.

    2.1.1 Narrative

On March16, 2011, OSC, PADEP, and START held conference call to discuss the analytical results from PADEP’s and EPA’s February 2011 sampling.  The sampling results were compared between using Passive Diffusion Bag (PADEP) sampling and low-flow (EPA) sampling methods.  EPA re-sampled five of the 24 wells sampled by PADEP.  Four out of the five sample results had a good correlation.  One sample, MW-3B, had a poor correlation between the PCE result and is considered an outlier.  Based on the result comparison, the group agreed that the data from the two sampling methods are comparable.

 

The PADEP February 2011 data was compared to the data contained in the Remedial Investigation Report’s 2003 analytical data.  Since 2003, the PCE and TCE concentrations have decreased in the upper aquifer with the exception of two wells with minor increases.  In 2011, four wells were found to have levels of PCE/TCE breakdown products where these compounds were not previously detected.  This appears to indicate that some natural attenuation is occurring.

 

The group discussed potential follow up actions for the site: arrange and hold a meeting with Borough officials to explain the analytical results; due to the lack of information on the movement of the groundwater plume, determine how many wells exist down gradient of the plume area, by conducting a well survey of residences (PADEP to request Borough’s assistance with this task); locate and sample two additional monitoring wells (C11 and C14) that PADEP planned on sampling in February 2011, but were unable to locate due to heavy snow cover; conduct sampling of these monitoring wells and select down gradient wells; based on sampling results, evaluate the need to conduct soil gas investigation.

 

On March 29, 2011, OSC Downie, PADEP (Jordan and Mechley), Lewis Run Borough Council members (Langianese – President, Swartz – VP, and Montecalvo – Mayor), and the Borough’s consultant met at the Borough Hall to discuss the latest sampling results and future actions.  PADEP presented their February 2011 analytical results, which overall, indicated a significant decrease in the PCE and TCE concentrations.  The Borough agreed to assist in the well survey of Borough residents down gradient of the plume.  

EPA continues providing assistance to PADEP in gathering the necessary data to determine if a soil vapor intrusion problem exists at the site.

November 2010 - Met with Lewis Borough's Council President to discuss sampling needs and plan of action.
December 2010 - Indoor air sampling in Town Hall building.
February 2011 - Groundwater sampling of select monitoring wells.
March 2011 - Met with Lewis Borough's Council members to discuss Feb 2011 analytical results and request assistance with a well survey of down gradient properties.
