Site is currently being utilized as a resident and horse pasture owned by Shirley Moore. It is a former scrap yard that allegedly has buried solid waste and possibly compressed gas cylinders containing ethylene oxide. The property is located at the end of Estes Road and is located in a residential neighborhood. A creek flows adjacent to the property.

EPA observed area where a explosion had already ocurred due to individual cutting cylinders to evacuate the ethylene oxide in order turn in cylinders for money as scrap metal. Additional cylinders reportedly could be buried on site as well.

2.1.1 Narrative
EPA received a report from NC DENR RCRA regarding a report that they received from Mr. Charlie Hoss stating that a injury occurred due to an explosion from a individual cutting (ethylene oxide) cylinders. Individual injured(Dave Moore) was transported to Baptist Memorial. No local emergency response personnel was notified, Mr. Moore reported to the hospital that his injuries were sustained due to a propane tank accident.
Ethylene oxide is a carcinigen and there are residential homes within approximately 250 feet from site. It is believed that there are about 150 cylinders stored on the property of which some are buried. It is believed the cylinders orginated from the U.S. Navy and may contain ethylene oxide.
On March 4th, upon arrival US EPA met NC DENR RCRA, Central Fire Dept. Fire Chief, USCG GST. NC DENR and local fire confirmed presence of cylinders and observed the location of the explosion (a saw and partially cut cylinder was still on site at the location of the explosion). Three to four cylinders were observed that may still be in tact but are in questionable condition. EPA met with property owner Shirley Moore who granted EPA verbal access, EPA conducted air monitoring and conducted visual assessment of site, also confirming 3 to 4 cylinders still present on site. EPA issued CERCLA Letter of Federal Intrerest to Ms. Moore who stated that she did not have the financial resources to address the threat. Site is located at 120 Estes Road, cylinders are located in a horse pasture approximately 250 feet from residential properties. Due to the hazards of the suspect compounds, proximity to residential properties and condition of the cylinders, EPA hired a security company to secure the property until a strategy to mitigate the risks can be developed. Cylinders do not appear to be in condition suitable for transport. EPA met with DJ Moore, son of Dave Moore (injured person from explosion), who confirmed that the allegations are true to the best of his knowledge, that his father was injured by cutting ethylene oxide cylinders, and his grandfather may have buried cylinders on site, him and his father had already located and released approximately 50 cylinders so that they could be sold for scrap metal.
2.1.2 Response Actions to Date
EPA has secured site and is discussing options for site stabilization.
EPA contacted the FBI Bomb Tech located in Raleigh NC to discuss detonating cylinders in place as a option. He facilitated a discussion with the Winston-Salem Police Department Bomb Squad and EPA, EPA and Winston-Salem PD will meet on Monday to discuss detonation option.
