1.1.2.1 Location
The Bedford Anodizing Site is located at 7860 Empire Parkway, Macedonia, Summit County, Ohio. The geographical coordinates for the Site are 41° 17” 35’ North latitude and -81° 30” 1’ West longitude.
1.1.2.2 Description of Threat
Aluminum Hydroxide (a component of the wastewater) was discharged into two creeks. The two creeks travel into wetlands and eventually merge, before emptying into the Brandywine creek, located less than 1 mile downstream. Aluminum Hydroxide forms a gel under pro-longed contact with water. Analytical results of the spilled material indicated that hazardous substances (heavy metals such as lead, nickel, chromium, and zinc) were present in the discharged material.

For the week of May 23, 2011 to May 30, 2011, ERRS completed excavation of approximately 250 feet of the creek behind the facility (for a total of approximately 750 feet completed).. Approximately 250 tons of contaminated sediments where soldified and is staged for disposal. Eighteen trucks (approzimately 358 toms) of contaminated sediment was transported off site for disposal. In addition to the following activities, ERRS continued de-watering the creek the entire week.
On May 23, 2011 ERRS excavated approximately 250 feet of the creek behind the facility..
On May 24 and 25, 2011, ERRS constructed a dam and roadway that will be used to complete the excavation on the remainder of the creek behind the facility. An island splits the creek at that point and access to the island had to be created in order to excavate contaminated sediments from both sides of the island. ERRS decontaminated equipment that will no longer be used in preperation for demobilization.
On May 26, 2011, ERRS loaded 18 trucks for transportation and disposal of contaminated sediments. The excavated material was transported to the American Landfill, Waynesburg, Ohio for disposal. No excavation work occured due to heavy rains and flooding of the creek. A constructed dam was breached in order to allow rain water to flow through the area. Forest City Land Development signed an access agreement in order for US EPA to begin work on their property. The sites Action Memorandum was signed and verbal authorization for an additional $100,000 was given to the ERRS contractor.
On May 27, 2011, ERRS operated a water pump to control flooding. No additional work occured today.
No work occured on May 28 and 29, 2011 (weekend) or on Monday, May 30, 2011 (Holiday).
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
Bedford Anodizing currently continues operations. The owner of Bedford Anodizing has been identified, although he has informed US EPA and Ohio EPA that performing the clean-up work would bankrupt the company.
