EPA arrived on-scene at 1030hrs and integrated into the incident command structure.

By that time the primary fire had been extinguished and hot spots and smoldering areas remained active. The building had been nearly completely consumed by the fire and explosion. The chemicals involved were sulfuric acid, an alcohol fixer with toluene, and a furan resin. The initial fire occurred when incompatible chemicals were accidentally mixed due to residual liquids in one of the designated mixing containers. The 11 employees evacuated the facility after the start of the initial fire in the mixing container. Minutes after the evacuation, an explosion occurred in the north west corner of the building. No injuries were sustained.

MassDEP and District 1 Hazmat have been supplying air monitoring support in the immediate incident area as well as the surrounding residential areas. The levels indicated have been consistent with background in this area for VOCs. The runoff water is mostly being contained on site due to the naturally low topography. During operations, an adjacent brook did receive some runoff, but a low berm was constructed to contain the water. Therefore, most runoff continues to be contained within the building footprint. The pH of the runoff water was taken and is near neutral.

The facility owner/operator hired an environmental company to assist with cleanup activities. The environmental contractor delivered an excavator to the incident. The machine was used to create an earthen berm around the building to better contain any additional run-off water, and to knock down the remaining walls of the building.

The MassDEP mobile laboratory arrived at the scene to begin screening air and water samples. The lab was able to confirm that only background levels of VOCs were present in the area. The samples of the run-off water contained only very low levels of VOCs and moderately elevated pH. The mobile lab will remain on scene to continue screening air and water samples. MassDEP responders will remain on scene to monitor cleanup activities

District 1 HAZMAT has demobilized, as have of the mutual aide fire companies. Rehoboth Fire will remain on scene to manage any remaining hot spots or flare ups.

MassDEP has not requested additional assistance for monitoring or sampling from EPA.
