Analysis of surface and sub-surface soils collected at the site have identified the contaminants present, their spatial distribution, and their potential threat to human health and the environment. A Site Investigation Closure Memorandum dated June 09, 2011 documented the Removal Site Evaluation, and documented the determination that a Removal Action was appropriate at this time.

2. Current Activities

2.1 Operations Section

2.1.1 Narrative

On October 11, 2011, the EPA OSC and the START contractor mobilized to the site to delineate the excavation areas with wooden stakes. ERRS contractors were enroute to the site and scheduled to arrive the next day.
On October 12, 2011, the ERRS Resonse Manager arrived at the Site with two equipment operators, two laborers,and a response supply trailer. Heavy equipment ( two excavators and a skid steer loader) were delivered to the Site by a rental contractor. Excavation of contaminated soils was initiated that morning.
ERRS contractors moved through seven excavations areas and were complete on October 14, 2011. The START contractor conducted XRF screening on site for lead as the excavations proceeded. Excavated soils were stockpiled on site and covered with plastic. Waste profile samples were collected by the ERRS contractor and delivered to a laboratory for analysis. START collected soil confirmation samples for transportation to and analysis by the EPA Regional Laboratory in Chelmsford, MA.
On Tuesday, October 18, 2011, all personnel and equipment were de-mobilized from the site, pending the final arrangements for transportsatin and disposal of the soils.
As of December 05, 2011, Maine Departmentof Environmental Proptection (MEDEP) personel and contractors completed the excavation, removal andf disposal ofsix underground storage tanks from the property. This action was funded by the MEDEP.
On December 19, 2011, EPA OSC Bazenas, ERLLC and WESTONSOLUTIONS/START personnel remobilized to the J and A Floral Site to complete transportation and disposal of the contaminated soil. An excavator and a skid steer loader were delivered to the Site. Soils were loaded into dump trucks (approx 20cubic yards) and shipped to the Juniper Ridge Landfil, in Old Town, Maine for re-use as daily cover (EPA approved). The Juniper Ridge Landfill is owned by the State of Maine. The day's total of 14 loads of soil were shipped to the landfill.
On December 20, 2011, transportation and disposal of soils was completed with the shipment of 18 additional loads to the landfill. A total of 32 loads of soil were shipped. No stockpiled soils remain at the Site.
On December 21, 2011, backfill operations were completed. START personnel completed XRF surveys of the soil staging areas and confirmed that no cross contamination had occurred. Hay and straw were spread over the restored areas.
As of December 21, 201, all field operation were completed. All personnel and equipment were demobilized.
2.1.2 Response Actions to Date
This is the first response action taken by the EPA at this Site. In the fall of 2010, MEDEP removed liquid, primarily oil, from underground and above ground storage tanks, and other liquids from drums.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
The current property owner has been identified as the responsible party. The owner was present at the property during this removal action.
