1.1.2 Site Description
The Site consists of a large open lot, approximately 15acres in size, most of which is covered with large piles of residential yard waste staged to be converted into compost. The compost piles range in sizes up to approximately 400-feet long and 20-feet tall. One large building is located on Site and is in poor physical condition, the building appears unoccupied. The Site borders a section of the Old Channel of the Rouge River.
 
1.1.2.1 Location
The Site is located at 9521 West Jefferson Ave, Wayne County, Detroit MI 48209 and is the location of Systematic Recycling who was evicted from the property by the City of Detroit in May 2011.

1.1.2.2 Description of Threat
The Site has a history of complaints by area residents about odors, fires, vermin, and waste piles. On 6/16/2011 complaints of odors emitting from the Site were suspected of being Hydrogen Sulfide (H2S) and Ammonia (NH3).
 
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
On 6/16/2011 EPA and START responded to a call regarding suspected issues of H2S and NH3 odors emitting from compost piles stored on Site at the former Systematic Recycling facility in Detroit MI. EPA and START met with the Detroit Fire Department at the scene to discuss actions. EPA and START walked the Site and monitored air quality and performed a Site perimeter screening using a RAE Systems MultiRAE and ToxiRAE. All air monitoring measures throughout the Site were at background levels and did not exceed action levels. During the Site walk, EPA and START observed a smoldering compost pile that was emitting a small amount of smoke throughout the Site, the smoke was not observed traveling offsite. A property employee, at the time, was spraying down hot spots within the smoldering compost pile with a fire hose.
