Time Critical Removal Action

1.1.2 Site Description

Illinois EPA referred the case to U.S. EPA on November 29, 2010 to address the seepage of low pH material inside the basements of two homes located on the 2000 block of Berkley Street in Rockford, Illinois.  Two homes located at 2014 and 2012 Berkley were assessed by U.S. EPA on April 26, 2011 by OSC Craig Thomas and START contractor Weston Solutions.  Eight soil samples and one ground water sample was collected.  Results of pH of the soil varied from Ph 3 to 7.5.  Arsenic was detected in two of the samples exceeding ATSDR values.  Total cyanide was detected in two samples above ATSDR screening values.  Benzo-a-pyrene was detected above screening values in six investigative soil samples. 

Based on the results of the site assessment, conditions were determined to be a threat to human health and the environment.  OSC Craig Thomas prepared and Action Memorandum to address the conditions documented at the site.  The Action memorandum was signed on July 8, 2011 by Richard Karl Director of the Superfund Division. 

Due to other site commitments , the site was transferred to OSC Steve Faryan in October of 2011 to implement the remedy in the signed action memorandum. 

OSC Faryan initiated a sampling event on November 1, 2011 to define the extent of contamination and began obtaining bids to prevent the seepage of the low pH material into the two homes at 2012 and 2014 Berkley Street.

US EPA collected samples from 48 locations and used the geoprobe unit to collect depth samples to a depth of 6 feet.  The samples were screened with an XRF and the higest concentrations were sent to the laboratory for metals and semi volatile analysis.  The data was plotted on maps to determine the extent of contamination.

US EPA received bids from sub-contractors to install drain tiles, sumps and sump pumps and to place a waterproof barrier on the walls of the homes to prevent contact to the compounds detected.  ER LLC awarded the contactract on November 6 and scheduled to implement the work.

U.S. EPA mobilized the EERS contractor Environmental Restoration LLC to clean the basements prior to implementing the waterproofing, drainage tiles installation and sump placement.  In addition, surface removal of soil was initiatied and the soil was placed in a roll off box.

1.1.2.1 Location
The two residential homes are located at 2012 and 2014 Berkley Street Rockford, Illinois.  The entire block was assessed and is bordered to the East by Stewart Avenue, to the South by Preston Street, and to the West by Webster Street.

1.1.2.2 Description of Threat
Illinois Department of Public Health (IDPH) and ATSDR assessed data and determined there is a direct contact threat to humans from the this low pH liquid containing Poly nuclear aromatic hydrocarbons (PAH's), and Arsenic and cyanide.  .

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

US EPA, START and ER mobilized to the site on November 1, 2011 to collect geoprobe core samples and to determine the extent of contamination.  The geoprobe was used to collect 48 locations to a debth of 3 to 6 feet.  The observations of the core showed a clean clay material in the first 2.5 feet and then a stained layer of ash, metallic deposits, dark blue stained soil and coke and coal from 2.5 feet to around 5.5 feet beneath the surface.  The samples were screened with an XRF unit to determine if elevated metals were in the sample.  The samples that were stained or exhibited an elevated metals reading were sent to the lab for metals, cyanide and semi volatile analysis.  The results were used to excavate surface hot spots and visual hot spots.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative
USEPA, START and EERS contractor ER mobilized to the homes  on November 8, 2012  to complete the cleaning of the walls, floors and sumps.  A sub-contract was awarded to Dry Otter to implement the water proofing and sealing of the walls on the homes located at 2012 and 2014 Berkley Street.  Envrionmental Restoration begin the spot removal of contaminated surface soil at the previously identified locations where surface soil contamination was observed and documented.    The option to waterproof the basements with a membrane on the walls and installing a sump on the floors was chosen to eliminated the direct contact threat to the low pH liquid leaching in the basements.
A french drain was installed around the inside foundation of the basement with a 4 inch slotted drain pipe that slopes to a sump.  A acidic resistant sump pump was installed in the basement of the homes and the sump water was plummed to the backyard where a dry well was buried 2-4 feet deep and filled with stone to allow drainage.  The drain tile and water resistent membrane were installed and the work was completed on 11/28/11.  

Restoration of the basement at 2014 Berkley began December 1, 2011 to replace the floor, walls and door that had to be removed due to staining with the low pH seepage.  The restoration work at 2014 Berkley was completed on January 6, 2012.  

The drain tiles, sump, dry well and waterproof membrane were monitored for a period of one year to measure the effectiveness.  The installed system worked well and is preventing any liquid from moving into the basement.  This waterproof barrier and drain system has prevented any infiltration of the liquid into the residential homes and will protect against any direct contact or other contact to this low pH liquid that contains, cyanide, arsenic and organic compounds.  The waterproof barrier is warrantied for the life of the home and the sump pump has a 5 year warranty.
 
2.1.2 Response Actions to Date

US EPA and their contractor Environmental Restoration LLC implemented the installation of drain tile and waterproof barrier in the homes in November of 2011.  The restoration of the basement at 2014 Berkley was initiated in December of 2011 since the walls, floors and doors had to be removed and disposed of due to staining with the low pH liquid that was seeping into the basement.   One rolloff box of demolition debris was disposed of at the Winnebago landfill and one rolloff box of non-hazardous soil and concrete was disposed of at the Winnebago Landfill on December 4, 2011.

The resoration work was completed at the Pennie Residence at 2014 Berkley on January  6,2012. 

US. EPA has monitored the system for a period of 1 year to be certain the seepage would not return to the basement and cause a direct contact threat.  The system has worked well and on seepage has been observed in either of the homes.  The waterproof membrane that lines the wall is warrantied for life and the sump pump has a 5 year warranty.  The owners of the home were advised how to keep the system running and given the sub-contractor Dry Otter's number and will have to maintain the system in working order.

ATSDR is preparing a letter with recommendations after reviewing the soil samples and data that was collected.  There is a chance that ATSDR may recommend that a deed restriction be placed on lots on the 2000 block of Berkley to prevent digging below 2 feet.  If this recommendation is made by ATSDR then US EPA will work with owners of the property , the  City of Rockford, and Winnebago County to implement this institutional control . 

This Last and Final POLREP will close out this removal action.

This POLREP will close out removal activities.  The files and a final letter report will be prepared by Weston Solutions and will be placed in the Superfund Records Center.

None.  The removal action has been completed.   The waterproofing contractor will honor the warranty and can be contacted directly by the home owners.  The waterproof barrier is warrantied for life. The sump pumps are warrantied for 5 years.
